First turn of the key: Conte and Speranza prepare new restrictions

The closing of discos, bars and restaurants at midnight. The prohibition of drinking and alcoholic beverages is placed outside the same premises after 9 pm to disperse the nightlife of the boys. A strict limit of 30 guests for celebrations related to ceremonies such as baptisms, graduations, weddings (but not in church, where the capacity rules do not change). The hypothesis of even banning parties with more than 10-15 guests even in private homes. The recommendation to use masks even at home among non-cohabitants. And the interruption of amateur contact sports, starting with football. This is the repression that arose from the three round hours of the summit at Palazzo Chigi with the ministers Francesco Boccia and Roberto Speranza, the undersecretary of the presidency Riccardo Fraccaro, and the heads of the majority delegation Dario Franceschini (Pd), Alfonso Bonafede (M5S), Teresa Bellanova (Iv) to make the “coupon” to the anti-covid measures. Tomorrow afternoon the package will be discussed at the meeting of Minister Speranza with the Scientific Technical Committee, and then at the table with the Regions. Regarding what Boccia was optimistic, believing that they share the measures. Two steps as necessary as they are quick, which should allow the prime minister to launch the new Dpcm as early as Monday night. At least that’s the goal.

The increase in cases, although contained –5724 the new positive aspects of today – and the health stress in several regions, starting with Lombardy, Veneto and Campania, but also the social alarm that is beginning to spread among citizens, have pushed the direction to press the accelerator. Anticipating the deadline of Thursday 15, when the measures currently in force will expire. Fast track, therefore, so that the health system is as safe as possible, but also the school and productive systems. The “sacred trimurti” that the government has been watching for days, hour by hour, relentlessly. Because at the moment the data that Speranza has in hand are alert but not (yet) red alert: the intensive care units are loaded on average to 5%, only in some regions they exceed 10% and the virus – the experts explain – has a mortality twenty times less than that of the dark months of confinement. However, the landscape is evolving so rapidly that the leap forward is to be expected. And with this, the limits to mobility between cities or between regions, which the prime minister is not willing to take into consideration for the moment.

From the executive table, therefore, came the package of immediate restrictions. A “penalty line” strongly supported by Dario Franceschini, but also by Boccia. The ban on gathering – or parking – in front of bars, clubs and restaurants was taken for granted to avoid crowds of children distracted from the use of the mask, which was set at 21: after that time, or find a place in the table go home. The early closures of the same bars and restaurants, supposedly at 11 at night as Vincenzo De Luca decided in Campania, should be carried out at midnight. A way to satisfy the needs of restaurateurs and merchants, already bent by the decrease in turnover in recent months. At this point, the introduction of a “limited number” to ceremonies, baptisms, confirmations, communions, funerals and weddings is also inevitable: a little more than the 20 guests already established by Campania, we are talking about 30. The numbers are not yet have fixed. It should be noted, however, that they will not affect the ceremony locations: for churches and town halls, the current capacity limits still apply, the restriction will apply to subsequent celebrations. And there is another painful prediction for many: the government aims to stop amateur contact sports, to interrupt another chain of infections, especially among young people, safeguarding for now teaching in schools. Finally, from above, we go towards very narrow limits even for convivial gatherings in private homes: not parties. A maximum of 10-20 people is assumed. Palazzo Chigi wants to impose it as an obligation, albeit very difficult to enforce and open to protest and appeal, rather than a simple “recommendation” that runs the risk of having little effect. Instead, it will at best be a recommendation directed at companies to tolerate and encourage employee smart work in the coming months as well.

There are two general guidelines by which the government has moved. The first is to safeguard as long as possible the trenches of school and production activities – factories, companies, industries, construction sites, commerce – instead of sacrificing the “nightlife” areas and the “entertainment chain” – bars. , restaurants, cinemas, theaters, concerts, ceremonies and private parties, aperitifs, with bans on gathering, early closings, increased capacity limitations. The second guideline is entirely political: widen the consensus front to the maximum, both among the majority forces and later also in Parliament, but also trying the path of dialogue with the Regions that will be closely consulted today.

It is not an easy road, since at the head of governors he did not like the prohibition of softer ordinances than the governmental ones, imposed by the ministers Francesco Boccia and Roberto Speranza. And it is a heterogeneous front, ranging from the “rebel” Giovanni Toti – according to which “young people and locals are attacked because they want to live their lives” – to the “autonomist Luca Zaia – who asks the State to let each Region decide. ” for himself – even the “sheriff” Vincenzo De Luca, struggling with an overloaded healthcare system and a part of the citizens (the boys) averse to outdoor masks: “We hope we don’t have to come up with dramatic alternatives, but all We must collaborate “He warned for the umpteenth time last night.
