These are the questions that the National Coordination of Teachers in the discipline of Human Rights asks the Ministry of Education, with the request to postpone the tests of the extraordinary competition for the position, scheduled for October 22.

Ronny Donzelli CNDDU – The National Coordination of Teachers of the discipline of Human Rights, given the emergency situation in which we find ourselves in this period due to the pandemic and in light of the emanation of the new DPCM by the President of the Council of Ministers, wants to draw the attention of the Scientific Technical Committee to the difficult situation that the school sector is going through.

As we have learned from the media, the number of infections increases every day and currently stands at around 5,327 infections (343,770 the global figure) and 28 deaths, with a total number of victims that amounts to 36,111.

In the coming weeks, however, further increases are expected, as confirmed by Hans Kluge, director of the European section of the World Health Organization, who pointed out in October and November the most delicate period on the coronavirus front. with a boom in cases and a higher mortality rate.

In this context, the Government has taken measures to extend the state of emergency until January 31, 2021 and adopt restrictive measures such as the use of the mask even outdoors, under penalty of fines of 400 to 1,000 euros, with greater controls to meetings, leaving the regions the possibility of introducing even more stringent measures.

Teachers who live school every day find that classes increase steadily and gradually go into active surveillance, isolation or quarantine. However, the teachers of the classes in question “can” remain in the school making a self-declaration that certifies the use of safety measures and devices -which we remember is represented only by the surgical mask- becoming a potential vehicle of contagion.

Having said this, the CCNDU intends to pose some questions to the Scientific Technical Committee and the Minister of Education before the extraordinary competition for the role that will take place from October 22 to November 16 of next year in towns located in the school complexes of all the national territory.

Taking into account that the tests were scheduled to coincide with the lessons, for the morning and afternoon sessions, and that the inevitable participation in the procedure prevents the teachers from being able to perform their service to go to the competition venues at distances considerable, without any controversial spirit. or impediment, we ask for reassurance about the delicate process that is about to begin.

  • Has a security protocol been foreseen for the movement, even interregional, of the 60,000 participants to protect the health of students and students?
  • Is it necessary and essential to transfer thousands of participants out of the region?
  • Is a bankruptcy procedure of this magnitude urgent at a time of increasing spread of the virus, especially considering the legal effect of the role of winners already set for September 1, 2020?
  • Is it possible to provide a complementary test for all teachers who, involved in quarantine measures, active surveillance and isolation, will not have the opportunity to participate in the procedure?

We hope that everyone involved will evaluate all aspects of this bankruptcy procedure with the utmost responsibility, bearing in mind that some of the fundamental human rights are at stake, such as the right to health of teachers and students threatened by travel and possible opportunities for contagion. ; the right to work threatened by the risk of not being able to compete for stabilization due to covid-19 or restrictive measures; the right to equality threatened by exclusion from competition for reasons of health and / or injuries due to covid-19; the right to education of students disturbed by the concomitance between the contest procedure and the lessons; the right to safety, taking into account the risk that someone intentionally conceals their health conditions in order to perform the test.
