Extra bikes (also electric) and scooters, what you need to know

Sustainable mobility may have 120 million euros in financing. This was established by the government’s recently announced relaunch decree, which includes funds to encourage the purchase of normal or pedal-assisted electric scooters and bicycles. Allocations are also foreseen to reduce the rates of season tickets for the local public transport service, but with modalities and savings that have not yet been clarified.

These are the “bicycle voucher” and the “scrapping voucher”, two measures aimed at promoting alternative mobility in Phase 2 and in subsequent ones, which are not yet active but should be defined in the coming days.

Bicycle voucher: 60% of 500 euros

Already known as a “bicycle voucher”, it provides for a refund of 60% of the cost for the purchase of bicycles (also with pedal assistance), scooters, segways, monowheels and hoverboards with a maximum value of 500 euros. The voucher is retroactive, that is, valid for purchases made from May 4 to December 31, 2020. “The mobility voucher”, the decree reads, “can only be requested once”.

Who has the right

All citizens over 18 years of age residing in municipalities with a population of more than 50 thousand can take advantage of the mobility voucher with a maximum value of 500 euros. But also those of the regional capitals, of the metropolitan cities (totaling 14, including Milan, Rome, Bologna, Catania and Cagliari) and of the provincial capitals. Therefore, part of the travelers, students and external workers who have their domicile in the city but have maintained their residence in the place of origin are excluded. Commuters living in belt municipalities of large metropolitan cities can use them instead.

Electric scooters, here are the final rules.

Does not apply to electric scooters.

The bicycle voucher is valid for the purchase of the electric vehicles mentioned above, but not for the electric scooter. All “mainly electric personal mobility vehicles” are included in the decree.

How is it delivered?

Delivery has not yet been defined. The hypothesis is to provide an online platform that can be accessed by the seller and the buyer in the near future. Once the receipt confirming the expense is uploaded, after purchase, the bonus will be credited. Alternatively, the merchant will make the discount directly to the buyer and then recover the difference by providing the sales documents through the same platform.

Mobility bonus: 1,500 euros for scrapping

From 2021 to the mobility package, the possibility to discard (from January 1 to December 31, 2021) your car from the Euro 3 class downwards or the approved motorcycle up to the Euro 2 and Euro 3 class, if it is from two times. It is a “mobility coupon” for scrapping, cumulative with the purchase of bicycles, equivalent to 1,500 euros for each car and 500 euros for each motorcycle. The amount obtained from the voucher can be spent (also cohabiting with family members) for the purchase over the next three years of season tickets for local and regional public transport, bicycles (also with pedal assistance) and vehicles for mainly electric propulsion for individual use.

Who will be entitled to it?

The scrapping coupon is reserved only to residents of the municipalities with the highest concentration of smog, that is, those who habitually exceed the concentration limits of fine dust and nitrogen dioxide in the air (identified by Directive 2008/50 / EC ) and which have led to Italy being subject to two infringement procedures by the EU.

‘Advanced house’ and bike lanes

The relaunch decree introduces two other innovations that modify the road code: the ‘advanced house’ and the bike lanes. The advanced house is a stop line prepared for bicycles, in an advanced position with respect to the stop line for other vehicles. It will also be provided at intersections with traffic lights, for roads where the maximum limit does not exceed 50 km / h. The advanced house must be at least three meters from the vehicle stop line and, therefore, serves to separate the bicycle stop from the car stop. But there’s more: even electric bikes and electric scooters at stoplights will be able to stop at the front line.

The bike path will be a part of the road, located on the right, delimited by a discontinuous white stripe to allow the movement of bicycles on urban streets in the same direction of movement of vehicles. The bicycle symbol will indicate the passage, but in fact it will be a mixed-use lane, which means that cars will be able to use it if necessary. Municipalities will have the right to create reserved bicycle and scooter lanes that will remove them from existing access roads.
