BOLOGNA. Emilia-Romagna is not a red zone. And he hopes to get into the green belt. It is the battle of Governor Stefano Bonaccini, isolated and positive in Covid, who leads the negotiation with the government in a very difficult tug-of-war that lasts into the night. In its section, Emilia Romagna has a ratio between new positives and infections that yesterday stopped at 8%, half of the national one, in addition to a good performance in terms of hospitals. However, the RT staining at 1.6 remains, beyond the alert level established by the Higher Institute of Health. A fact that all day makes Emilia-Romagna fluctuate in the orange band. The puzzle remains on the table, in the difficult intersection between the data on contagion and the 21 indicators that should give the answer on the risk coefficient of the region. Conte signed the Dpcm during the night, today it will be known in which of the three bands (red, orange, green) the regions will be located.
The battle, with the draft dpcm coming out at night and the follow-up data of the individual ISS regions expected today, lasts all day. Giuseppe Conte’s meeting with the Regions, initially scheduled for 3:00 p.m., postponed to 5:00 p.m. The indiscretions flourish, but in Viale Aldo Moro until late in the afternoon they have no text to think about. Only in the afternoon comes the draft of the Dpcm that marks Conte’s victory: the curfew, which will be valid throughout the national territory, is in fact set at 22 (instead of 21 as requested by the penalties) until 5. New measures are taken that will take effect tomorrow and that will be in effect until December 3, including the obligation to wear masks even in elementary school, the closure of medium and large shopping centers on weekends and public transport at 50%.
However, compared to the Regions, the measures for the three risk bands, green, orange and red, remain to be defined. Emilia Romagna remains pending for hours. “We will probably be in the orange band,” Ravenna Mayor Michele De Pascale, president of the union of Italian provinces, said in the morning. A forecast similar to that of the Undersecretary of Health Sandra Zampa, who speaks of “light confinement” and invites the Regions to collaborate. Mayor Virginio Merola prepares the Bolognese: “We must tell the public that we have very tough months ahead. This is not the time I wanted to live but I will do what this decree says. Freedom rhymes with responsibility. What I hope is that a decisive intervention system is created once and for all. The important thing is that once you have decided the next day, don’t say ‘I would have done it differently.’
The rules in green areas
It is the area with less strict regulations but even more restrictive than the decree of last October 24. The “curfew” begins at 10 pm. From that moment – and until five in the morning – it is forbidden to leave the house, except for health or work reasons. In high school, there will be 100% distance learning. In public transport, half the capacity is expected: 50 percent in buses, metro and regional trains. Shopping centers are closed on weekends and holidays. Museums, exhibitions and bingo halls also stop. Block cruises. Public competitions, including school competitions, are suspended. With the exception of those relating to health personnel. Access to the parks will be allowed, always respecting the one meter distance rule.
The rules in the orange areas
The second area is the orange, where there will be a tightening of the rules regarding green areas. Bars, restaurants, ice cream parlors and patisseries will always be closed here and not only after 6:00 p.m. However, hair salons and beauty centers are safe. Any transfer to a municipality other than that of residence or domicile should be prohibited, unless there are proven reasons for work, study, health. For the rest, all the rules of green areas apply: 50 percent capacity in public transport, full distance education in high school, stop at museums and curfew from 10 pm.
Behind the scenes, Bonaccini is working to keep the region in the green belt, where basically only national regulations would apply, to which is added the possibility that the governor restricts meshes in the highest risk areas. Instead, much stricter rules if Emilia-Romagna ended up in the orange areas. According to the rumors provided in the draft of the Dpcm, in fact, in these areas shops could be closed, except for hairdressers and beauticians, and travel could be prohibited, both outside the regions and between the municipalities of the same region . Restaurants and bars would also be closed all day (take out is guaranteed instead), while the school would only be around until 8th grade, with Dad 100% for high school. Today we will know.
