Eleven Italian regions ‘areas at risk’: Germany imposes quarantine and buffer obligation

BERLIN – For those coming from eleven Italian regions and Bolzano, as of next Saturday, the quarantine or swab obligation in Germany will be activated. The German government has decided to include Lazio, Lombardy, Umbria, Valle d’Aosta, Piedmont, Tuscany, Veneto, Abruzzo, Friuli Venezia Giulia, Emilia Romagna, Sardinia and the province of Bolzano among the “risk zones”. On October 17, Campania and Liguria were the first two regions to finish on the list. In total, they have risen to thirteen. The cabinet headed by Angela Merkel it also included, among others, Switzerland, Poland, Ireland and the United Kingdom in the list of countries that have exceeded the critical threshold of infections.

The criterion is not completely automatic: the number beyond which the definition of “risk zone” is activated is 50 infected per 100 thousand inhabitants in the last seven days. But if the Ministry of Foreign Affairs, in particular, thinks that a certain area in a foreign country is highly contagious, for example due to insufficient restrictions, even if the proportion of infected is below the critical threshold, the government may decide to declare it “in risk”. The list of countries is constantly updated on the website of the Koch Institute (RKI). And it is always best to check, before a trip to Germany, what measurements the particular destination land provides: RKI itself reminds that they may change from one region to another.

About the Koch, today president, Lothar wieler, was alarmed by the situation in Germany: “The situation is very serious. But we still have the opportunity to prevent further spread of the virus.” Infections jumped in just 24 hours to 11,287, an absolute record, four thousand more than the day before. It means that the incidence is now alarming throughout the country, on average: 56 cases per 100,000 inhabitants. And according to Wieler, the risk is that in some regions the virus spreads in an “uncontrolled” way.

RKI Issue 1 also provided some important details on the dynamics of infections. The main outbreaks, he specified, are families and private gatherings. And he reiterated, as he has been doing for months, that the school is not. Also adding that public transport or hotels are not (in Germany there has been controversy for weeks about the autonomy decision of some territories to prohibit overnight stays):

Meanwhile, a survey of young Germans breathes a sigh of relief: between 16 and 26 years old, 52% think the current restrictions are adequate. 18% should be even more strict. Only 7%, according to the survey commissioned by Tui, believe that the distancing, masks and other rules imposed by the pandemic are “exaggerated.”
