Easter in the red zone, from trips to family visits: what can and cannot be done until Monday, April 5

Three days in national red zone. The restrictive rules decided by the Draghi government to contain infections during Easter vacations: until Easter Monday the strictest restrictions apply throughout the country, with stops on trips (except for health, work or necessity reasons), reinforced controls in cities and in public parks and few exemptions for family meetings. A squeeze similar to that launched by the previous executive for the Christmas holidays and that was necessary in the face of an epidemiological situation that is still struggling to improve, such as the last follow-up of the Covid control room. Here are all the regulations in force in Italy from April 3 to 5 (inclusive).

Movements – For three days the mobility of citizens from all over Italy is greatly reduced: you can only leave home for proven reasons of work, health or need, to be documented with a self certification. Among the cases considered of “need” is also assistance to not self-sufficient people, while they are not awarded in any way Departures or trips out of town. It is always possible, as usual, to return to your own residence, domicile or home (for differences it is convenient to refer to Frequently asked questions available on the government website).

Second box – Refering to second box, the situation is very heterogeneous: national regulations allow you to reach them, even if they are outside your own Region, as long as it is only the family (therefore not together with friends and family) and as long as you own, both in terms of property and long-term rental, from before January 14th. Also, the house you arrive at must be unoccupied. However, many regional governors have launched more restrictive ordinances to prevent the Passover Exodus. In Aosta Valley, Sardinia, Tuscany, South Tyrol and Piedmont, for example, transfer to second homes is prohibited for non-residents. Before traveling, therefore, it is advisable to consult the regulations in force in the destination area.

Visits to family and friends – As already happened at Christmas, the government granted a small derogation to the movement block: on April 3, 4 and 5, 2021 it is allowed, once a day, move to another private house inhabited by the same Region, between 5 a.m. and 10 p.m., up to a maximum of two people, in addition to those who already live at the destination address. The person or two people who are moving will still be able to take the children under 14 years old (or other minors under 14 years of age over whom the same persons exercise parental authority) and disabled or not self-sufficient persons who live with them.

Shops and restaurants – Only stores that sell are open for three days basic needs (pharmacies, groceries, kiosks, tobacconists and some others), without any even more restrictive local ordinance. All closed malls, clothing, jewelry, furniture stores, etc. The shutters are also lowered to bars and restaurants, but take away food is always allowed (in “no kitchen” bars until 6 pm, in restaurants until 10 pm) and home delivery.

Sports and walks – Physical activity in the open air is allowed only if it is carried out individually and in the vicinity of the own house. And the walks? “They are allowed, as a motor activity, exclusively in the vicinity of your home“, The government writes in its Faq. Tours in bicycle and any swim in the sea, as long as it doesn’t stop at the beach. No team sports. It is always mandatory to respect the distance of at least one meter from each person and to use personal protective equipment.

Trips abroad – Travel abroad is still formally allowed (with different limitations depending on the country of destination), but the latest ordinance signed by the minister Roberto Speranza foresees that before returning to Italy, he will undergo a molecular smear to repeat it later five days of quarantine. The rule also applies if you come from a European country.
