At first the confrontation between the Government, Regions, Municipalities and Provinces on the new Christmas dpcm. On the table are movements, curfews, family, schools, restaurants, bars, ski resorts.
The meeting by videoconference, called by the Minister of Regional Affairs Francesco Boccia, was attended by the Minister of Health, Roberto Speranza, the extraordinary commissioner for the Covid emergency, Domenico Arcuri, and the head of Civil Protection, Angelo Borrelli. Among the Presidents of the Region are Luca Zaia (Veneto), Stefano Bonaccini (Emilia Romagna), Attilio Fontana (Lombardy), Nino Spirlì (Calabria), Donato Toma (Molise), Giovanni Toti (Liguria) and Donatella Tesei (Umbria) .
The scaffolding of the new Dpcm would seem already outlined, with the curfew also on New Year’s Eve, the restaurants closed on December 25 and 26, the opening hours of the stores until 9:00 p.m. Movements prohibited between regions – probably from the previous weekend. Christmas – also in the yellow band, with possible exceptions for those residing in another region or for those who must return home and, on the occasion, see their family again. In the orange zone, according to the rules already adopted, it is not allowed to leave the municipality itself. More freedom of movement could be given to those who want to reach their second home within the yellow zone before blocking.
The position of the regions was briefly illustrated by Giovanni Toti, Governor of Liguria: “The regions are asking for an additional comparison that gives transparency to the decision-making process on the division of the country into bands. The regions reaffirm that it is necessary to simplify and qualify the decision-making process, knowing how the parameters are interpreted “.
For the Regions there is also the problem of closing borders. “We ask for refreshments for categories that will have to suffer a Christmas necessarily adjusted between the different prohibitions,” Toti stressed, adding that “the Regions have questioned the possibility and under what conditions to reopen, for example only for hotel guests or those who rent o the ski lifts have a second home to give partial compensation to the ski resorts that will suffer greatly or, if this cannot be, the closure of the country’s borders to prevent people from going skiing in countries where it seems likely that the facilities Austria and Slovenia will remain open, like Switzerland, which is already doing so ”.
