The council of ministers approved decree-law n. 158 of December 2, which describes the framework of the Christmas measures and in particular the travel restrictions. The text also establishes the maximum validity limit of the decrees of the President of the Council of Ministers (Dpcm) that implement the emergency regulations, taking it from the current thirty to fifty days. And it does so because the regulations contained in the Dpcm of December 3 will have a term of more than thirty days. The decree establishes that:
- From December 21, 2020 to January 6, 2021, travel between different regions (including those to or from the autonomous provinces of Trento and Bolzano) will be prohibited, with the exception of trips motivated by proven work needs, situations of need or health reasons;
- On December 25 and 26, 2020 and January 1, 2021, travel between different municipalities will also be prohibited, with the same exceptions (proven work needs, situations of need or health reasons);
- it will always be possible, even from December 21 to January 6, to return to one’s residence, domicile or home;
- From December 21, 2020 to January 6, 2021, it will be prohibited to travel to second homes that are located in a Region or Autonomous Province other than one’s own. On December 25 and 26, 2020 and January 1, 2021, the prohibition will also apply to second homes located in a municipality other than yours.

Art. 1 Urgent changes in emergency legislation
1. In article 1, paragraph 1, of the decree-law of March 25, 2020, n. 19, converted, with modifications, by law May 22, 2020, n. 35, the words “not more than thirty days” are replaced by the following: “not more than fifty days”.
2. From December 21, 2020 to January 6, 2021, any movement in and out between the territories of different regions or autonomous provinces is prohibited within the national territory, and on December 25 and 26, 2020 and 1 January 2021 is also prohibited any movement between municipalities, except trips motivated by proven work needs or situations of need or for health reasons. With respect to the entire national territory, in the period from December 21, 2020 to January 6, 2021, the decrees of the President of the Council of Ministers referred to in article 2 of Decree Law No. 19 of 2020 may also contemplate, even regardless of the classification in risk levels and scenarios, specific measures that fall within those provided for in article 1, paragraph 2, of the same Decree Law.
