The text also establishes the maximum validity limit of the decrees of the President of the Council of Ministers (Dpcm) that implement the emergency regulations, taking it from the current thirty to fifty days. And it does so because the regulations contained in the Dpcm of December 3 will have a term of more than thirty days. The decree establishes that:

  • On December 25 and 26, 2020 and January 1, 2021, travel between different municipalities will also be prohibited, with the same exceptions (proven work needs, situations of need or health reasons);
  • it will always be possible, even from December 21 to January 6, to return to one’s residence, domicile or home;
  • From December 21, 2020 to January 6, 2021, it will be prohibited to travel to second homes that are located in a Region or Autonomous Province other than one’s own. On December 25 and 26, 2020 and January 1, 2021, the prohibition will also apply to second homes located in a municipality other than yours.

As noted at the beginning of the week, those who want to move between different regions or go to second homes – as long as the other regulations in force allow it – will have to do so a few days before but will not be forced to return at the end of the period because the statement specifies of the presidency of the council of ministers, it will always be possible to return home.

2. From December 21, 2020 to January 6, 2021, any movement in and out between the territories of different regions or autonomous provinces is prohibited within the national territory, and on December 25 and 26, 2020 and 1 January 2021 is also prohibited any movement between municipalities, except trips motivated by proven work needs or situations of need or for health reasons. In any case, the return to one’s own residence, domicile or domicile is allowed, excluding trips to second residences located in another Region or Autonomous Province and, on December 25 and 26, 2020 and January 1, 2021, also located in another Municipality, to which the aforementioned prohibitions apply.

3. With respect to the entire national territory, in the period from December 21, 2020 to January 6, 2021, the decrees of the President of the Council of Ministers referred to in article 2 of Decree Law No. 19 of 2020 may also contemplate, even regardless of the classification in risk levels and scenarios, specific measures that fall within those provided for in article 1, paragraph 2, of the same Decree Law.

Furthermore, secondary schools and technical institutes, forced into distance education since the last Dpcm, will return to school in January. So the Council of Ministers decided after a long discussion, with the 5 Estrellas decided to return to class immediately, before the Christmas holidays. According to Adnkronos, the Minister of Education, Lucía Azzolina, would have assured her colleagues to restart in complete safety. “Schools can reopen immediately, we can do it,” he would have guaranteed. But in front of those who raised the doubts of the regions, who asked to leave in January with the teachers in attendance, the head of the M5S delegation Alfonso Bonafede would have asked to clear all the doubts and problems of the case: the governors, the reflection during the CDM , they must explain what slows the restart, “otherwise in January we will find the same problems and we cannot afford any more postponements.” In the end, the prime minister pulls the line and, in the face of tomorrow’s confrontation with the Regions, has proposed asking the governors to explain what is stopping the return to the desks, be it transport or otherwise. To intervene promptly and avoid delays.
