ROME – Lombardy towards the “blocking light”: the project of the new Dpcm provides, in the territories that will be identified as a “red zone” (probably including the province of Varese), the total closure of bars, restaurants, ice cream parlors and pastry shops (only takeout and home food are allowed), but also of shops (except food, pharmacies, tobacconists, newsagents) and of hairdressing and beautician activities, in addition to the prohibition out of the ordinary or of the regions, if it were not for proven needs of work, health and urgency. In schools there will be face-to-face teaching only up to sixth grade.
Restrictions in the “red zone”
It is scenario 4, the “maximum severity”, where they will be introduced stricter restrictive measures than those envisaged at the national level (curfew at 10pm, museums close, public transport at 50% capacity): a kind of “closing light”. The new Dpcm, under discussion at this time in the confrontation between the government and the regions, will be in force from Thursday, November 5 until next December 3. But the measures of the regions in the “red zone” will be established agreed between the health ministry and the regional president for a period of 15 days, keeping the data monitored.
Measurements throughout the country
The new restrictions that will be in force throughout the national territory are:
- Curfew from 10pm to 5am: only trips motivated by proven work, health and urgency are allowed;
- throughout the day it is strongly recommended not to travel in public or private means of transport;
- closure for exhibitions and museums;
- 100% distance education for secondary schools, except for on-site laboratory activities;
- face-to-face activities for primary and secondary schools but with the mandatory use of masks also at the desk;
- suspension of competitions, with the exception of those of health personnel
- On weekends and holidays and days before holidays, medium and large sales structures are closed, with the exception of pharmacies, food outlets, tobacconists and newsagents;
- maximum load factor of 50% in public transport of local transport and regional rail transport;
Measures in the “red zone”
Additional measures for territories in the “red zone” (scenario 4) include:
- Prohibition of entering and leaving the territory, except movements motivated by proven needs work or situations of need, health reasons and to accompany children to school;
- Prohibition of circulating with public or private means of transport, in a municipality other than that of residence, except for proven needs;
- Suspension of the activity of bars, pubs, restaurants, ice cream parlors, pastry shops. Only catering with delivery service and catering with takeaway food is allowed until 10:00 pm;
- Suspension of retail business activities, with the exception of the sale of food and basic necessities. The markets are closed, except for the stalls that sell only food. Newsstands, tobacconists, pharmacies, parapharmacies remain open;
- Suspension of the activities of hairdressers, barbers, beauticians;
- Suspension of sports activities also carried out in outdoor sports centers: it is allowed to carry out individual motor activity in the vicinity of the house, respecting the distance of at least one meter from any other person and with the obligation of a mask; It is allowed to carry out sports activities exclusively outdoors and individually;
- School activity in presence only for kindergarten, elementary school and high school. The others at a distance.
