Dpcm Covid, fines up to 280 euros: all restrictions and sanctions

In addition to the prohibitions and recommendations, the Dpcm fired over the weekend by the government obviously also involves a series of sanctions for criminals, which the Guardia di Finanza has summarized in a manual. The penalties start at 280 euros for the first offense, both for individuals and merchants. The minimum fine is doubled to 560 euros in cases of recidivism.

Individual sanctions
violations that can be committed by natural persons:

  • prohibition of meeting in public places or places open to the public,
  • obligation to always have the mask behind you and to always wear it unless you are in isolated places,
  • respect for the social distancing of a meter, even outdoors,
  • two meter social distancing for those who practice sports,
  • Prohibition of drinking beverages in front of or near the business.
  • Obligation to stay home with a fever over 37.5 degrees,
  • prohibition of tests and basic non-competitive competitions, related to individual and team contact sports,
  • compulsory social distancing during sports in gyms, swimming pools and public and private sports centers,
  • prohibition of public events that are not in static form,
  • prohibition of holding parties indoors and outdoors, festivals and community fairs. Holidays resulting from civil or religious ceremonies,
  • They are allowed with the maximum participation of 30 people in compliance with the protocols and guidelines in force.
  • prohibition of holding conferences and congresses,
  • churches and places of worship: respect for the protocols attached to the decree.

Sanctions for commercial activities
The offenses that can be sanctioned for commercial companies refer to:

  • Bars and restaurants: the provision also covers ice cream parlors, pastry shops, pubs, discos): stop from 24 to 5 in the morning. No more than six people per table. Standing (for example, the counter), it is allowed to drink only until 18 (then, you can only eat at the table, until 24). Unlimited home delivery. To wear until 24.
  • Shops: they must ensure a distance of at least one meter, delays in entry, prevent people from staying inside the premises longer than necessary to make purchases, and in general comply with all the provisions established in the anti-contagion guidelines attached to the Dpcm of October 18.
  • Games, betting rooms and bingo: only between 8 a.m. and 9 p.m.
  • Lounges, discotheques, similar venues, outdoors and indoors: private parties can be held for civil or religious ceremonies, with a maximum of 30 people, according to the protocols.

Keep in mind: is about national rules provided by the Dpcm, but also the regional ordinances, which foresee additional restrictions, also for retailers (for example, in Lombardy bars and restaurants close at 11 pm and not at midnight, due to curfews, and shopping centers close on Saturdays and Sundays).

Territory
Sanctions also for infractions related to entering the national territory: they refer to non-compliance with travel bans between countries, or with the prevention regulations to be implemented (communications to the authorities, quarantine).
