Prime Minister Giuseppe Conte signed a new decree, effective from November 6 to December 3, which divides the Italian regions into three zones (red, orange and yellow) to which different restrictions correspond.

Regarding trips to second homes, there are different restrictive measures depending on the type of area in which you reside.

Second houses, the rules in the ‘red’ zones

Who lives in the declared regions ‘red’ areas – currently Lombardy, Piedmont, Calabria and Valle d’Aosta – will not be able to move to second homes. In fact, the new Dpcm prohibits any movement in and out of the region, except in cases of reasons of need, urgency, health, work and education.

Likewise, it is forbidden to move even within the municipality of residence, salways subject to the needs of necessity and urgency. Therefore, we cannot move towards second homes, either outside the region or within regional borders.

Second houses, the rules in the ‘orange’ areas

At ‘orange’ areas – for the moment Puglia and Sicily – the same rules apply as for the “red” zones, with one difference. You cannot reach a second home outside the region or in another municipality, instead you can go to another home that is within the municipality of residence.

Second houses, the rules in the ‘yellow’ areas

In defined regions ‘yellow’ areas There are no restrictive measures to travel, apart from the ban on driving from 10pm to 5. In the ‘yellow’ areas, therefore, you can move to second homes, even outside the region, always respecting the curfew. But not if they are in an ‘orange’ or ‘red’ area, where entry is prohibited except in cases of need.
