MI note n. 1990 of November 5, 2020, provided the schools with the indications for the application of the Prime Minister’s Decree of November 3, 2020, which, following the increase in the spread of the Covid-19 epidemic, ordered new and stricter measures of security to protect the health of citizens. These measures in force until December, will be considered valid for the entire national territory.
Distance education: secondary schools
In second-grade secondary education institutions, teaching is carried out 100% through the use of integrated digital teaching (DDI).
The possibility of carrying out laboratory activities in person is not affected, as long as they are contemplated in the study plans and time frames of the specific regulations.
Orientation and transversal skills
The trajectories of transversal competences and orientation may be continued, in compliance with the provisions on interpersonal distance, use of personal protective equipment and hygiene of hands and surfaces, as well as the protocols referring to the specific productive sector.
CPIA
The training offer provided by the CPIA is part of these last provisions, without prejudice to the provisions of Presidential Decree 263/12 on the hourly fee for remote use, a fee that can be implemented in consideration of particular needs.
“Red areas”
In the so-called “red zones”, characterized by a scenario of maximum severity identified by a specific order from the Ministry of Health (currently Piedmont, Valle d’Aosta, Lombardy, Calabria), digital education extends exclusively to 100% also to second and second third grade of lower secondary schools.
Home service for teachers in DDI
Teachers, involved in DDI, may also carry out their teaching activities from a place other than the service school provided that job performance is guaranteed.
Meetings of collegiate bodies
Meetings of the collegiate bodies of the school and educational institutions of all levels can only be held remotely. The measures indicated are dictated by the need to remodel school activities in accordance with the restrictive measures established in the Decree of the Prime Minister. Some of these measures, which are more complex to implement, will require further clarification and research.
The agile work of teachers in compliance with the DPCM November 3, 2020
Many school leaders are preparing the special decree aimed at teachers who intend to carry out the teaching activity from home, provided that the conditions provided by the DS itself are guaranteed and provided that a specific form is available regarding the activation of the “DDI smart work. “
It is clear that any changes to the calendar must be made at least one day in advance.

Why agile work is essential
The agile work of the teacher, in the absence of serious reasons for face-to-face teaching, undoubtedly guarantees the effectiveness, efficiency and good performance of the services provided by each Institute and also protects health and safety. of users, workers and citizens on the ongoing COVID19 health emergency.
Protection of workers
The need to protect as a priority, in accordance with section 1 letter e) of the DM DFP October 19, 2020, particular health situations of workers and their families due to greater exposure to the risk of Covid, distance between the area of residence or address and place of work. , also in relation to the number and type of means of transport used and the relative travel times, is one of the strongest motivations that support the hypothesis, already inconsequential, of the DDA through the agile work of teachers.
Activities available from home
The training and teaching activities are fully included among those that can be carried out in agile work, from the home itself (wherever it is) in a way compatible with the organizational potential and with the quality and effectiveness of the service provided in accordance with the article 3 paragraph 1 letter a) and paragraph 3 of the DM DFP October 19, 2020. Clauses not exactly verifiable, of course, aimed at the intrinsic need to guarantee the best possible quality of service
No longer just the institute
For some time, in fact, only a few institutions have interpreted the DDA in an absolutely original and arbitrary way, schools, although equipped for the transmission from the school of integrated digital education remotely, have chosen, with responsibility , Provide distance learning from their homes. In fact, those who imposed this school scholarship have violated a general precautionary principle that should have prevented and prevented the concentration of their teachers in the school and, even worse, with great irresponsibility, the presence of their teachers, without reason, in transport public.
What does it take to adopt agile working methods?
One of the many schools deserves worthy attention for the quality of the administrative action of its principal. The reference goes to the State Institute of Higher Education “Paschini-Linussio” of Tolmezzo (UD) and its enlightened director, prof. Andrea Battaglia who already on November 7 approved and published the “Decree 8368 of the school director on the agile work of ATA staff after the application of the Prime Minister’s Decree of November 3, 2020” and jointly, a short distance , “Decree 8369 of the school director on the agile work of teachers after the application of the Decree of the Prime Minister of November 3, 2020”.

What will the teachers have to do?
Teachers interested in carrying out the activity from home – specifies the well-written decree of the director Andrea Battaglia – must:
- fill in the specific form weekly, through a specific function in the Web Portal (DDI smart working) that will be activated;

Within the function, the acceptance of the above will be declared, in addition to the terms, days and hours in which they intend to carry out the activity at their home or at the Institute, also for the purposes of the relative monitoring of attendance at the Institute, in application of COVID19 prevention standards.
And for whom do you choose the institute?
The aforementioned decree establishes that “to avoid meetings at the entrance and exit, although sufficiently guaranteed by the ordinary hours of differentiated service for individual teachers, avoid crowds at the same time in the entrances and exits and the creation of gatherings in the premises of the Institute and its external dependencies. During the stay at the Institute, the use of a mask is mandatory, interpersonal spacing of at least one meter, without prejudice to assistance to certified students if necessary, frequent hand hygiene, frequent ventilation of the rooms used, timely information to the COVID Manager and / or contact person about flu-like symptoms or close contacts with suspected cases or cases of COVID19. “
