Tomorrow Monday November 2 will arrive the new dpcm to contain the contagion of coronavirus. A text that, in the advances of Corriere della Sera, leaves many margins to the regions. In short, the dpcm provides the establishment of red zones in areas where the Rt index exceeds 1.5. Therefore, the prohibition to move between regions, the closure of shopping centers on weekends, early curfew and other restrictions on business activities. Regarding the red zones, however, it would be a recommendation: the final decision will be left to the governors, strongly encouraged to stop mobility when the Rt transmission index, as mentioned, exceeds 1.5.
In detail, Eleven regions are classified as high risk of an uncontrolled transmission of Covid-19: Abruzzo, Basilicata, Calabria, Liguria, Lombardy, Piedmont, Puglia, Sicily, Tuscany, Val d’Aosta, Veneto. The regions “informed” on the basis of the latest daily bulletins, for which it is necessary to adopt new restrictions, are: Lombardy, Lazio, Val d’Aosta, Liguria and the autonomous province of Bolzano.
As mentioned, the most controversial point is the one related to the authorities that will establish the closure: the government will insert the evaluation criteria in the dpcm and then they will have to be the governors, in agreement with the Minister of Health Roberto Speranza, to determine where and how to impose restrictions. It will be possible to proceed with local closures, therefore metropolitan areas if the situation is not uniform throughout the Region.

And again, we think about the closing hours of the stores and the possible staggering of the closing hours of bars, restaurants, pubs, patisseries and ice cream parlors. It is possible that the closure will be imposed before 6 pm, a measure that could trigger a new wave of protests in the square.
Finally curfew, one of the most discussed and apparently ineffective measures, which could be moved to 20 or 21: the decision will be made in these hours, after the control room with the governors. The measure would serve to avoid meetings at home. A confinement in disguise, but getting worse.
