This is the new measure that is being discussed in the government and that could be inserted in the Dpcm that Prime Minister Giuseppe Conte will sign on Monday night. The other national regulations, destined to end in the “framework” decree, are the blocking of mobility between Regions, the closure of shopping centers at least on weekends and the stopping of gaming corners in bars and tobacconists. A tug of war is underway between the government and the presidents of the regions over who should take responsibility for unpopular decisions. Governors hold back, because they don’t want the burden of turning big cities into red zones on their shoulders. The same is true of schools: for the executive, governors must decide whether to switch to distance education, based on the Rt index of their territory.

Internal borders

In this case, the measure will be of the government and therefore the same throughout the national territory. It will no longer be possible to cross regional borders except for proven needs, therefore for work, health or emergency reasons that must be justified with self-certification. one of the measures that the executive considers essential to limit the movement of people and prevent the epidemiological curve from rising in areas where the numbers of Covid-19 infection are low.

Malls

Some regions have already done so and precisely in order not to create disparities, it was decided to impose the closure of shopping centers on weekends. This does not exclude that in some areas where the aggressiveness of Covid is particularly strong, a total lockdown can be imposed, but in this case local administrators will have to proceed.

Means

In the provision that will come into force this week, it was decided to also include the promise of refreshments for commercial activities forced to close or in any case limit the hours. In this way, the government believes that it is providing local administrators with the restrictions that they are reluctant to impose for fear of further overloading the economic capacity of their territories. This will be an additional allocation to those already provided for in the decree approved last week after having imposed the prohibition of night opening to the restaurant sector.
