CTS Summit, the experts: “Tighten the measures, the yellow zone is not enough”

The government must take measures “aimed at tightening the measures” using the rules provided for the red and orange zones. This is what the CTS recommends at the end of a river meeting, in which the different souls of the Scientific Technical Committee took a long time to arrive at a shared document.

There are three fundamental points sent, after the introduction in which the situation is explained also based on what was said in the monitoring of the control room. The first refers to the strengthening of control mechanisms to ensure current regulations. The technicians in the introduction speak of a “massive” participation of the police. The second indicates that the measures should prevent the uncontrolled aggregation of people both in places open to the public and at home. Finally, it is said that the yellow zone, in which practically all the Regions will be from Saturday 20, is not enough, given that tougher measures are being requested, chosen from among those indicated in article 3 of the Dpcm of the past 3 of December. The sense is that the forecasts designed for the red or orange areas should be adopted. The timing, obviously, must be decided by the government.

The CTS, the experts write, “evaluates with great concern the finding of large aggregations among people observed in different areas of the country, especially in historical centers and metropolitan areas, as well as the difficulty of containing / preventing such aggregations.” According to the technicians, the mitigation measures must interrupt situations that put at risk with regard to “interpersonal distancing and the correct use of personal protective equipment on each occasion they are prescribed.” Then the results of the monitoring of the control room are recalled, which on the one hand confirms an improvement in the data on the circulation of the virus, on the other, however, it highlights how in many Regions there is still an occupation of intensive care beds and internists above the threshold. on guard. It is important that the epidemic continues to recede. “Even more so in the awareness of the specificities of the period in question, of the specific risks related to mobility and aggregation in family and social contexts, in addition to the concern that uncontrolled aggregations of people may negatively affect the consolidation of control contagion that, to date, has a national Rt index of less than 1 and that requires great caution during the Christmas holidays ”. Mobility and aggregations in “typical social and coexistence contexts of that time” both in homes and in public places are occasions of significant contagion.

Then come the three conclusive points already mentioned. The third is the fundamental. The measures must be tightened taking into account the Dpcm of December 3, that of the zones. It highlights “the opportunity to modulate the timing and duration of the measures to be implemented, the type of specific restrictions envisaged, as well as the spatial and territorial dimension of application, also with regard to – in the adoption of the measures -” the risk specificities of the Christmas period illustrated above. “

The meeting was very long and two souls of the CTS clashed. There were those who wanted a clear reference to the red zone regulations, such as the extraordinary emergency commissioner Domenico Arcuri, and those who, like Franco Locatelli of the Higher Institute of Health, wanted to give more “open” indications, without specific references to measures to be taken . We came up with that last passage, in which we invite you to use the restrictions provided by the Dpcm and therefore, since the measurements of the yellow areas must be reinforced, the provisions indicated for the red and orange areas. The latter differ from those in the yellow zones in two points: they provide for the closure of bars and restaurants and oblige citizens to stay in their municipality. So this is the minimum suggested by the CTS but the Government will have to evaluate above all the measures indicated for the red zones.
