These are hours in which those responsible for the school are managing the assignment of teachers (including support teachers) to the classes, pending, for the eventual definition of the subject, the completion of the autonomy staff, also with the definition of the fees due. of the COVID-19 emergency that led to the split (not without controversy, in some cases) of some classes. There are no general or, better still, univocal criteria for assigning teachers to classes, but some are mandatory and are established by law. The objective of assigning teachers to classes is to fully implement what is established in the PTOF and could take into account (others could be considered, in a manner compatible with the standard) of the criteria listed below.
Procedure for assigning teachers to classes and / or, to Primary, to disciplines
The assignment of teaching staff to classes and complexes is carried out by the Director, based on a combined provision referred to in Legislative Decree 297/94, Legislative Decree 165/01, Ministerial Decree No. 37 of 26 of March. 2009 and by law 107/2015. It is foreseen that the assignment of classes should be preceded by the definition of general criteria by the School Council and the formulation of the proposals (not nominative) of the Faculty. The final act, which is the sole responsibility of the Director, refers to criteria and proposals that, if modified, must be clearly and explicitly motivated. The allocation schedule naturally falls within the period between the end of June and the beginning of September, even if, as everyone knows, the real problem is related to the schedule of: transfers, allocations and uses, appointments to vacant positions and, this year, also in COVID chairs. Another thing, similar in some aspects, would be the assignment of teachers from the common Primary class, to disciplines and teachings. The continuity of matter is not always feasible.
Criteria
For the assignments of teaching staff already in service in the complex, the criterion of didactic continuity will be considered normally (but not as an absolute restriction), except in particular cases that objectively prevent the application of this principle (transfers of other classmates, class split ), evaluated and motivated by the Director to the interested party. Absolutely indisputable facts and circumstances.
Stable and permanent staff
Classes should be guaranteed, as far as possible, equal opportunities to use permanent staff. Particular attention should be paid to assigning permanent staff in classes where there are students with disabilities, as the support teacher is often hired annually and is not a stable reference point for the student.
Improved professionalism and training
In a way that is compatible with organizational needs, the professionalism and specific competencies, as well as the professional qualification that each teacher possesses, should also be assessed in order to carry out innovative and / or experimental projects approved by the Faculty.
In the event of a teacher’s request to be assigned to another class, the acceptance of the request is conditional on the availability of the requested place, to which all teachers in the complex can compete with equal rights, in compliance with the criteria referred to in all the points of this present article.
Service duration
Seniority in service, taken from the institute’s internal ranking, will be taken into consideration, but not as an absolute or binding criterion, as it could potentially be an obstacle to useful strategies for any offer improvement plan.
Assignment to the plexus
Teachers who join their service at the Institute for the first time may submit a request to join the single complex and / or branch, for vacant positions after the accommodation of teachers, already belonging to the staff of the previous year.
The evaluation of qualifications
In case of competition of several questions in the same place or in case of loss of places in the complex or school, the identification will be organized according to the ranking formulated based on the evaluation table of qualifications of uses attached to OM n. 64/2011, relative to the use and provisional assignments of the teaching staff for the current school year.
The pedagogical-didactic interest of the students
If a teacher is interested in changing classes or plexus, they must submit a reasoned request, preferably for didactic subjects, to the DS before June. In any case, the pedagogical-didactic interest of the students takes absolute priority over any need or aspiration of the individual teachers. It does not matter in the case of class suppression and, whatever is necessary, in case of suppression, in recent decades, of the organizational modules of the Primary School. Realities absolutely incompatible with current legislation.
Stages of allocation:
Assignment of teachers who guarantee the teaching of the foreign language in primary school;
Assignment of teachers who remain in the same complex;
Assignment of teachers who have requested to be assigned to a school complex;
Assignment of teachers who become part of the functional staff of the institution for the first time.
Assignment of teachers belonging to suppressed or constituent classes.
For high school
Didactic continuity, compatible with the completion of individual lectures at 6pm; This continuity may be interrupted by the organizational complexity found during the previous academic year and / or for the conclusion of the cycle, and / or for the transfer of teachers. In these cases, the DS will evaluate the wishes of the teachers who can (obviously cannot) be accepted according to the indicated criteria:
- Course rotation
- Work balance and harmony among CdC teachers
- Balance and harmony in the relationships between CoC teachers and students
- Balance in the composition of the Cdc between full professors and responsible professors
- Specific skills acquired in the training course and in previous work experiences
- Institute ranking
- Good number of classes per teacher
- Exclusion from assignment to classes in which family members are enrolled (and the like up to fourth grade) or where the spouse teaches
- Preferably no more than one terminal class per teacher
- Assignment of two literature teachers for each class
Support teachers
Even when assigning support teachers, the criteria defined for assigning teachers to classes will be respected as much as possible (this is not about the section; in fact, it is absolutely advisable to avoid that the section goes back to a name, and precisely:
- promote didactic continuity (only when possible and when there are no more important didactic-educational interests to protect and guarantee);
- distribute in the most balanced way possible among the complexes teachers with permanent contracts, managers and substitutes, who therefore cannot guarantee didactic continuity;
- assign teachers to students, improving proven and documented specialization qualifications;
- examine the organizational proposals made by support teachers and the preferences expressed by individuals;
- personal situations that imply a specific treatment for environmental incompatibilities, which can be detected by teachers and parents, must be adequately proven with objective elements, which can be found in documented episodes and repeatedly reported over time;
- in the case of competitive hypotheses, the assignment will be made following the internal classification order of the institution.
What must be considered
Regarding the particularities of the support teachers, the task will take into account:
- of the hours effectively recognized and assigned to the student by the TA
- the possible presence of more than one certified student in the same class or the presence in the class of personnel assigned as an assistant: the Manager will evaluate with the support teachers the possibility of re-evaluating the hours foreseen in the TA assignment, taking into account the effective possibility of following the two students together in the classroom context;
- the possibility of re-evaluating the hours provided for the TA work also for students belonging to different classes if, due to similar functional profile or educational project, they can be followed simultaneously by the same teacher;
- the opportunity to limit the number of specialized teachers to be brought into the classroom: if there are more children with disabilities included in a class, an attempt will be made to assign more students to the same teacher.
