1 How will the vaccines be administered?

The second phase of the plan coincides with the start of the citizen immunization campaign, which could not begin before March. In a first phase, priority was given to health and social workers, staff and guests of health facilities for the elderly (almost two million people), later citizens over 80 years of age will be involved, in Italy 4,442,000 , plus the population with at least one chronic disease (around 7 million). The structure of the emergency commissioner will make a national program that will be rejected by the Regions. The strategy will depend on the type of vaccines distributed in that period and their storage methods (-70 Pfizer-Biontech, -20 with the possibility of keeping them for a month in -2/8 of Moderna and -2/8 degrees Astrazeneca pending authorization in Europe).

2 What models are being studied?

All regional models will also have family doctors as pillars who will be able to collaborate in various ways by directly vaccinating or participating in the identification of patients who will be offered prophylaxis. Lazio plans to involve doctors and pharmacies for a total of 6,000 administration points if the AstraZeneca vaccine exists at that time. In this case, the reserve would function as the anti-flu (source Alessio D’Amato, Minister of Health of Lazio).

Planning phase 2 in Lombardy. The invitation to get vaccinated could come by text message. Confirmation of tax code and membership is required. It is planned to cross the data of the health registry with those of family doctors, telephone operators and local authorities to trace the telephone number of the people to contact. Municipalities could also make an effort to identify the elderly, through their children and relatives (source Giacomo Lucchini, Lombardy operations manager for vaccination against Covid).

4 Will the reservation be online?

In Campania, it could work with the same platform used to reserve tampons, but there will also be an active call from local health authorities and family doctors. People who cannot leave home will be vaccinated at home. A system is being studied to ensure that the citizen arrives at the appointment with knowledge of the informed consent. The Region has planned the acquisition of spaces to install vaccination boxes, for example Asl Napoli 1, the largest, has chosen the location of the Mostra d’Oltremare. Waiting queues should be avoided and take into account that, on average, each vaccination procedure takes no less than 20 minutes (source Ugo Trama, manager of Campania pharmaceutical services, component of the crisis unit).

5 Get vaccinated in the driveway?

It is one of the solutions contemplated by Veneto that approved the vaccination plan with a resolution. The vaccine will be actively offered to the population by convocation. Citizens will be notified by letter sent with Postel. In the region that Luca Zaia governs, there are 300,000 people over 80 and 1.4 million over 60 (the group that will be involved after the super-elderly). Administration is provided, depending on the case, at home or at the drive in. At the moment, it is not known with certainty if the family doctors will participate in the plan. The plan will be adapted in the coming weeks based on actual dose capacity. The first phase on health workers and RSA will last until at least January 25. 6 What are the next steps?

Once the coverage of the population groups identified by the Ministry of Health as priority has been completed, it will be transferred to the rest of the population. The Regions have not received any further indications from Commissioner Domenico Arcuri about the possible precedence of some categories, for example, school teachers, police forces, etc.

7 Voluntary vaccination?

The Italian government is advancing in the line of volunteering and persuasion, no obligation is foreseen. When vaccines are accessible on a large scale, and are not delivered in small batches as has been the case in recent weeks, not only in Italy but in the rest of Europe, an information campaign will be launched to citizens to encourage membership massive.
