The Council of Ministers extended the Covid state of emergency until January 31, 2021 with a resolution. The Council of Ministers approved, as part of the Covid decree law, a regulation that expands the dpcm with the anti-contagion regulations already in force on October 15. With a novelty: the obligation to wear masks even outdoors becomes effective immediately, if you are near people who do not live together. This is what emerges from the CDM meeting. Therefore, it will be necessary to adopt a new dpcm before October 15 to confirm or update the anti-pollution regulations that would have expired today and that, instead, have been extended. The mask is mandatory in all closed places, except in private homes. It is the novelty that, as is known, was introduced by the Council of Ministers in the new decree of the Covid. The obligation indoors was intended only for places open to the public: now comes one more squeeze and the obligation is triggered everywhere except at home.
The obligation to wear the mask will apply “in all places in the open air except in cases where the condition of isolation is continuously guaranteed” from other people. According to government sources, this is the provision adopted by the Council of Ministers and related to the new obligation that will enter into force immediately after the publication of the Covid decree law in the Official Gazette. The obligation does not apply if you are outdoors in a secluded place with people living together.
The text introduces the obligation to always wear masks and also establishes that the Regions cannot adopt less restrictive rules than those of the government, except for specific exceptions agreed with the Minister of Health. Governors remain free to adopt more restrictive ordinances.
In the morning, after yesterday’s problems due to lack of a quorum, the Chamber gave the green light to the majority resolution (the opposition did not vote), to the anti-pandemic measure and the extension of the emergency.
The vote came after the board in favor of the regulation established that the deputies in fiduciary quarantine are also considered on mission, which has reduced the quorum.
