Covid’s self-certification, which stands out again with the nightly closure in Lombardy and Campania, has never gone on vacation. In fact, we have been self-certifying for months, even at school there are self-declaration forms for teachers and non-teachers, for minors and for adults. Self-certification is a must, even to enter a private office as a guest. Since until a few days ago the certificate for children’s sports was also needed.

The first model arrives on March 9

The models followed the evolution of the pandemic, followed the evolution of the prohibitions on conduct not in accordance with the norms dictated by the Executive and the governors. Sheets that are a kind of trip to the confinement that has accompanied our lives for months. The beginning, the aggravation, the first lights, then the shadows again. The first model arrived with the dpcm on March 9, 2020: it referred to the travel limitation and was valid throughout Italy. On March 17, update of the self-declaration, with the addition of the absolute prohibition of mobility from home for people in quarantine and the positive ones for Covid-19. In this case, the interested party had to declare that he was not in those situations.

Transfers only for work, emergency or health

Then comes the dpcm March 22 that reviews the conditions of travel outside the home. The new model legitimizes them only for proven work needs, urgency or health reasons. On March 26, a new model updated to the sanctions system provided for by Decree Law No. 19, which provides for the repression of those who spread the coronavirus. The new penalties range between 3 and 18 months in prison and the fine of 500 to 5,000 euros. Up to 5 years in prison for those who violate the quarantine, unless the act constitutes a negligent crime against public health, punishable by up to 12 years in prison.

Meeting with relatives
