Recovery courses
The idea of starting the so-called recovery courses for baccalaureate arises from the need to retake those subjects and those subjects that were left out during distance education, especially for students in difficulty who, at the end of the year, were admitted to the next promotion but they had deficiencies on their report card. Therefore, it is not about make-up courses like those of previous years: firstly because there were no suspended ballots in June with all the promoted students and there will be no exam to evaluate the students before the final promotion. And remedial classes are not funded as in previous years.
The remedial courses, born with the then Minister of Education Beppe Fioroni, have always had ad hoc funding: in 2007 it was 50 euros per hour, little by little the resources have been decreasing and therefore also the amount of overtime of lessons. Schools that can also be financed with their own funds. But this year it is another procedure: the Ministry of Education has launched the Pia and Pai, specifically the Learning Integration Plans and the Individualized Learning Plans, to support students with greater deficiencies, also accumulated during distance education .
But in the first fortnight of September, when the courses should have started, the teachers who decide to participate do not charge for carrying out “ordinary activities”: this was communicated by the Ministry of Education in a circular to the schools.
At this point, not many will decide to attend again, with not a few problems for school leaders. “When we talk about ordinary activities – explains the president of the Rectors of Lazio, of the PNA, Mario Rusconi – the director who wants to involve teachers must make a specific service order, which makes participation mandatory. But it is clear that nobody wants to do it, especially now and with all the problems that exist in schools.
LEGAL BATTLE
Uil’s school is also of the same opinion, preparing for a legal battle, challenging the ministerial circular that would go against the teachers’ contract: “The direct repercussions will affect the school administrators – explains the secretary Pino Turi – left To decide whether to follow the ministry circular, which does not foresee additional payments, nor does it follow the contract: whoever, applying the obviously illegitimate note, is disengaging the contract, will have to respond directly. Therefore we reserve the right to appeal before the judge, but we will do it after the beginning of the school year, the law gives us 60 days to do it, administratively, and without limits to the ordinary judge, to allow the reopening of schools in the presence and insecurity “.
For the moment, therefore, there will be no courses or in any case they will be organized at a glance. Also because the problem is not only economic: these days schools are in full planning and, above all, they continue without additional classrooms and without the new single-seater desks. Antique chairs and desks in the hallways, master rehearsals in the conference room, and continuous measurements, centimeter in hand, to understand how classes are organized.
THE ROAD OUT
Many institutions are still studying how to reopen safely. «How do we start the lessons with face-to-face courses on September 1 – asks the director Cristina Costarelli of the Newton Scientific Institute in Rome – with all the schools still to be organized? We will start the courses during the school year, starting on September 14, when everything will be resolved. In fact, during the year courses can be held as additional hours for teachers, so they will be paid to do so. But not only that: many executives are considering taking these courses during normal class hours without resorting to additional hours. «We are already having difficulties to guarantee the standard schedule in the morning – concludes Rusconi – much less how would it be possible to start the courses even in the afternoon or, in any case, after hours. This year is too complicated.
