It was signed by the President of the Lombardy Region, Attilio fontana, a new Ordinance on the fight against Coronavirus is valid from 00.00 hours on Saturday, October 17, until Friday, November 6, 2020.
The Ordinance is the result of the confrontation that took place on Friday at Palazzo Lombardia with the mayors of the Lombard capitals, the leaders of the majority and opposition groups in the regional council, the prefect of Milan, Renato Saccone.
Governor Fontana also presented the text to the Minister of Health, Roberto Speranza.
The main points provided by the Ordinance include:
– Anti-movement measures
1. Food and beverage management activities in both public and private areas (including bars, pubs, restaurants, ice cream parlors, patisseries, steakhouses, pizzerias, kiosks) are allowed until midnight; in these activities after 6:00 p.m. the consumption of food and beverages is allowed only at the tables; the measure referred to in this point does not apply to companies located along highways and terminals;
2. The take away sale of any alcoholic beverage is prohibited by all types of public establishments, as well as by commercial establishments and artisan activities after 6:00 p.m. Catering with home delivery is always allowed;
3. The vending machines called “h24” that distribute packaged food and drinks, with a view of the public thoroughfare, are closed from 6:00 p.m. to 6:00 a.m. this measure does not apply to automatic milk and water dispensers;
4. It is forbidden to consume food and beverages in public areas from 6:00 p.m. to 6:00 a.m.
5 It is always forbidden to consume alcoholic beverages of any strength in public areas, including parks, gardens and villas open to the public;
6. The legal auditors may adopt other restrictive measures, also in relation to the absolute prohibition of collection, and must guarantee maximum cooperation to control compliance with these measures.
– Measures to combat social phenomena at risk of contagion
1. The activities of the gaming rooms, betting rooms and bingo rooms are suspended;
2. The resale of games operated with electronic devices such as slot machines, as they are called, located within public establishments, commercial establishments and monopolies is suspended.
– Suspension of amateur contact sports at regional and local level
1. All competitions, competitions and other activities, including training, of contact sports, as identified by the provision of the Minister of Sport of October 13, 2020, carried out at the regional or local level, are suspended, both competitive and grassroots. by associations and amateur clubs.
– Visitor access to users present in residential supply units
Access to the structures of the residential units of the territorial network by relatives / caregivers and acquaintances of the users present is prohibited, unless authorized by the medical officer or the COVID-19 contact person of the structure itself (example: situations of end of life) and, in any case, after measuring body temperature upon entry and taking all necessary measures to avoid contagion.
– Prevention measures in relation to school activities
Second-grade secondary schools and second-grade vocational training institutions organize distance learning activities alternated with face-to-face activities, with the exception of laboratory activities.
– Recommendations on university activities
Universities, respecting their specific autonomy, are recommended to organize their activities in order to promote distance education to the maximum.
