Franceschini’s proposal

The idea of ​​the white zone as of January 15 comes from the Minister of Culture Dario Franceschini and would have the support of his colleague from Justice Alfonso Bonafede, heads of delegation of the Democratic Party and the M5. Among the main measures for this color classification would be the end of the curfew, the reopening of restaurants, bars, pubs, cinemas, gyms, swimming pools, museums and theaters in lower risk regions.

The white zone would include the regions or areas with the most positive indicators, therefore the lowest Rt and the highest intensive care capacity. Here the places of culture, the covered sports centers could be reopened, there would no longer be a curfew from 10 to 5 in the morning. In addition, restaurants and bars could reopen without a time limit, but always with the obligation to respect and enforce the anti-contagion regulations (mandatory use of a mask, interpersonal distancing and prohibition of assembly).

At this point, we also discuss how the Rt index parameters might change to activate the white zone. According to the newspaper Repubblica, to access the white (or green) zone, a region should not have more than 50 cases of covid per 100,000 inhabitants. The government already intends to change the RT threshold also for access in the orange or red zone, taking it respectively to more than 1 and more than 1.25. At the moment this whole plan has not yet been submitted to the scrutiny of the Scientific Technical Committee, which in any case will have the last word.
