Covid Lombardia, the Region against the red zone “Old data” – Corriere.it

Starting tomorrow, the Region will turn red again. But it is perhaps the chromatic change, among those decided since last March, the one that most triggers a war of “all against all”. Palazzo Lombardia against Palazzo Chigi, municipalities affected by the first wave that ask for exceptions, oppositions that ask the Region to account for the change in perspective. Yes, because President Attilio Fontana, after repeating for days that the red zone was an early decision, that the Lombard orange was “tending to the red”, after having decided to suspend teaching in secondary school until January 24 Yesterday, he expressed all his opposition to wearing the national “black jersey” again.

Lombardy, with a Rt of 1.4, enters the scarlet zone by weight, together with Sicily and the autonomous province of Bolzano. Yesterday the ISS monitoring data arrived on which the government’s decision on the colors to be assigned to the Regions is based, which will be formalized by an ordinance of the Ministry of Health in force as of tomorrow. Yesterday morning Fontana had spoken of the decline as a “punishment that Lombardy does not deserve”, of counting the Rt index as “something extremely questionable” and of “old data that does not take into account the real situation”.

Hence, the request to Minister Speranza to reassess the situation to understand even when it will remain in the red zone. But the solution has not changed: Lombardy is in the red and the Region announces the appeal to the TAR. “We do not agree with the decision to include Lombardy in the red zone so, if the order arrives, we will propose an appeal – says the president -. We have sent precise notes to explain the reasons for our opposition. Several times I have asked the government to review the parameters because they are based on old data, in this case from December 30, which, moreover, does not take into account very important indicators in our favor. like the RT on hospitalization. In the last 15 days the situation has improved at least to be classified in the orange zone ». The RT, explained by Region, was estimated at December 30 and not at January 4-10. Therefore, conditioned by the pre-Christmas and Christmas season. Lombardy “is sanctioned – the Councilor for Social Welfare Letizia Moratti intervenes – despite having an incidence of infections per inhabitant significantly lower than several other Regions and the national average”.

Last night the Region has sent to the Minister of Health Roberto Speranza a “counter-dossier” with the reasons why the classification in the red zone would not reflect the current epidemiological situation in Lombardy: “Dear Minister – read the letter signed by President Attilio Fontana – I believe that the eventual classification of the Region of Lombardy in the so-called “red zone” As of January 17, it has not been the subject of an adequate preliminary analysis. In fact, although this measure is based on monitoring the data for the week of January 4 to 10, 2021, it takes into consideration a TR-symptoms from December 30, therefore seventeen days ago. This element, so relevant for the purposes of the classification in zones based on the discipline dictated by Legislative Decree 33/2020, is therefore strongly dated and therefore is no longer updated to the current epidemiological trend ”.

President Fontana also notes that “should be applied with greater weighting, not only the RT parameter, but also the other indicators designed to define the level of risk. This request has been repeatedly represented at the institutional level by the Presidents of the Regions without obtaining adequate feedback. For example, the technical note highlights how “Lombardy is considered in the red zone while other regions with much higher weekly incidence rates do not have the same classification: Lombardy (133.3 cases per 100 thousand inhabitants every 7 days, ed.) Has about 1/3 of the cases in Veneto, half of the cases in Emilia Romagna, a lower figure than Lazio and the FVG. In addition, it is specified that the Lombard figure is lower than the national average of 183 cases per 100,000 inhabitants.

The dispute between institutions is triggered over controversy. «Without punishment – answers the counselor of the Ministry Walter Ricciardi -: unfortunately if measures are not taken promptly, they must be made more serious in an emergency. The mayor of Milan, Beppe Sala, lets out on Facebook that “something is wrong”: “Fontana says for days” we are close to the red zone. “Today they are crying out. Assuming they have the data for the Region, why not make us understand how things really are? ”However, they do not fit, the first citizens of the worst affected areas in the first wave: yesterday the mayor of Bergamo Giorgio Gori asked for an exemption for the province, due to an incidence of “just 61 cases per 100,000 inhabitants, well below the regional average (122)”. The same request came from the mayors of Cremona and Crema. Fontana says that he “understands the reasons well”, but reiterates that the only parameter “taken into account by the ministry and the national CTS is the RT”.

What happens from tomorrow to March 5? Meanwhile, the secondary schools, which the TAR ruling had “reopened”, did not reopen.. In father they also finish second and third grade. Any move except “proven needs” is prohibited, but with an important novelty: you can go to your second home, even outside the Region. And they close all non-essential activities: “An unbearable blow to a commercial system that is already on its knees,” thundered Confcommercio.
