Covid, Lazio and Ciociaria are the yellow zone: what the Dpcm contributes

Lazio and the province of Frosinone, according to the new Dpcm signed today by Prime Minister Giuseppe Conte, are the Yellow Zone. Attention, this is what these days was called the green zone, that is, with less rigid containment measures than the other two zones, orange and red. In the latest version of the Dpcm, illustrated recently at a national press conference live from Palazzo Chigi by Prime Minister Giuseppe Conte, that green has turned yellow, perhaps to make it clear that in Low-Medium Risk Regions However, it is not safe and therefore does not mean that you can let your guard down.

YELLOW AREA
But what are the measures envisaged in the yellow zone? They are those that are valid throughout the national territory and come into effect from the day after tomorrow, Friday, November 6, and will remain so until next December 3. The curfew will begin at 10 pm and no longer at midnight. Museums, exhibitions, betting halls and games rooms will be closed. Teaching must be carried out completely remotely in institutes, except for laboratory activities, while for primary and secondary schools and for childcare services it will be possible to carry out teaching activities in the presence but with the mandatory use of masks (except for children under 6 years).

On public holidays and the eve of holidays, medium and large sales structures will be closed, but pharmacies, food outlets, tobacconists and kiosks can remain open, even within them. The maximum capacity of public transport is reduced to 50 percent (today it was 80%).

Restaurants and bars may remain open from 5 to 18: consumption at the table will be allowed for a maximum of four people per table, unless they all live together; after 6 pm it will be forbidden to consume food and beverages in public places open to the public. Catering with home delivery will continue to be allowed and catering with takeaway food until 10:00 p.m., with prohibition of consumption on site. Those who have to leave after 10 pm must carry a self-certification that justifies the displacement for reasons of work, health or other proven needs.
Gyms, swimming pools and dance schools remain closed. There is no “red zone” – so windy in the morning – for some areas or municipalities of Ciociaria, who then breathes a huge sigh of relief.

ORANGE ZONE

The rules of the yellow zone, which are national, are always valid but some more restrictive measures are added. For example, in Regions that fall within the orange band, any movement, in and out, will be prohibited, except for proven work, health and emergency needs. Likewise, any movement to a municipality other than that of residence, domicile or domicile is prohibited, unless there is a proven need for work or study, for health reasons or due to situations of need. Finally, in the orange areas the activities of bars, pubs, are suspended. restaurants, ice cream parlors, pastry shops, with the exception of dining rooms and catering, with authorization for all catering activities with home delivery.

RED AREA

It is the one where the risk of contagion is greater and the pandemic situation generates serious inconveniences for the health system. In this area, the Dpcm foresees at least 15 days to stop any movement within and outside the Region. And it is also prohibited to move from the Municipality of residence or domicile. Retail stores are closed except grocery stores, pharmacies, newsstands; Non-food markets closed. The activity of bars, pubs, restaurants, ice cream parlors, patisseries is then suspended: only catering with home delivery is allowed, as well as, until 10 pm, catering with take away food. Drastic measures also for sports activities, which are prohibited except motor activity (sports and walking), but always and only in the vicinity of the house, individually and in strict compliance with the gestures-barrier. Distance education schools, except kindergarten, elementary school and high school which continues to be present.

The new Dpcm will come into effect at midnight on Thursday, November 5 (thus, in effect, from Friday, November 6) and will be valid until December 3. Subject to changes based on the periodic monitoring carried out by the competent health bodies.
