On Monday, the National Health Commission reported two new cases reported locally in Shanghai in the past 24 hours, bringing the total to seven since Friday. China has recorded a total of 86,442 cases and 4,634 deaths since the virus was first detected in Wuhan late last year. The last two confirmed cases in Shanghai were close contacts of another airport worker who was diagnosed with the virus in early November. On Sunday night, the city’s Pudong International Airport decided to test its workers, collecting 17,719 samples in the early hours of Monday morning. The plan calls for testing others in surrounding communities if more cases are found.

Social media videos allegedly of workers showed what appeared to be chaotic scenes at the airport as they received last-minute orders to take the test. In the videos, people are seen standing in large groups pushing back and forth against officials in fire-retardant suits. Shanghai has been more selective with mass testing, aimed at people associated with a particular location, such as the airport or hospital where someone who tested positive worked, rather than an entire district. In Tianjin, health workers have collected more than 2.2 million test samples from residents in the new Binhai district after five cases of local transmission were discovered last week. In Manzhouli, a city of more than 200,000 people, local health authorities are examining all residents after two cases were reported on Saturday. They also closed all schools and public places and have banned public gatherings such as banquets.
QR code to travel
Meanwhile, Chinese President Xi Jinping has urged the world to create and use a QR code system to help establish the health status of travelers and open international travel during the pandemic. During the G20 virtual summit, the Chinese leader called for a «global mechanism» which provides for the international recognition of health certificates in the form of QR codes to allow people to travel freely. But the system has been criticized by international human rights groups who warn that the codes could be used to «broader political oversight and exclusion».
