Mandatory masks even outdoors, early closures of venues and private parties with a reduced number: these are the hypotheses that are being studied for the national anti-coronavirus measures provided for in the new dpcm to counteract the second wave of Covid. The provision will be discussed this afternoon in the Council of Ministers and launched on Wednesday, October 7, after the approval of the Minister of Health, Roberto Speranza, tomorrow in Parliament. On the situation in schools today, the meeting between Minister Lucía Azzolina and the ISS is scheduled. And, although some Regions already approve more restrictive ordinances, the first controversies arise from governors, such as that of Liguria Toti, who considers the obligation to wear masks outdoors as a “step back”. Meanwhile, in Civil Protection, the operating committee that dealt with the first months of the Covid emergency has been reactivated.

Outdoor masks

The masks should also be used outdoors and throughout Italy. Therefore, the dpcm would extend to the entire national territory the provision already approved by some Regions such as Lazio and Campania. From today also in Piedmont there is an obligation to wear a mask in the vicinity of schools, with high fines for offenders.

Meetings still prohibited

The ban on gathering is maintained, especially in nightlife areas frequented by young people.

Early closures of bars and restaurants

The ban on dancing is maintained and the possibility of closing nightclubs in advance, but also bars and restaurants, is being considered. The hypothesis is currently not confirmed by government sources. Meanwhile, the president of Campania Vincenzo De Luca today signed an ordinance requiring the closure at 11 pm for bars, ice cream parlors and pastry shops.

Limits for private parties

There can be a maximum number of 200 people for private parties after ceremonies such as weddings and baptisms. A squeeze is also possible for pleasant events between friends.

Stop to the Regions

The Regions will not be able to expand the meshes of the anti-Covid bans, but will have the power to issue only ordinances more restrictive than national provisions.

Sports halls and events

The draft also requests a step back from the Regions that had allowed indoor sporting events with more than 200 people, for example in Palasports, reaching an occupation of 25% of the spaces.

The government may also consider using the military for controls.

Reactivation of the Civil Protection Operational Committee

As said, the Operating Committee that dealt with the months of the emergency was restarted. This morning a first meeting was held in the Civil Defense, to take stock of the situation regarding the pressure on hospitals and the supply of materials. During the summit, no particular critical issues would have arisen at this time. The meeting was attended – some by videoconference – by the head of Civil Protection, Angelo Borrelli, the Commissioner of Emergencies, Domenico Arcuri, technicians and councilors representing the different regions. As far as we know, the next meeting is scheduled for next Friday.
