“No additional restrictions on social and economic activities have been foreseen, while the government has just decided on new preventive measures, such as the use of the mask everywhere, even outdoors, as long as there is no relative presence. What are the requests that the Regions have made to the government?
“In the first place, reestablishing the permanent control room between the Government, Regions, Provinces and Municipalities, the same one that in the hardest months of the health emergency guaranteed the full involvement and sharing of the measures. A work of comparison and connection with the territories essential to guarantee the opportunity, the coordination, the exchange of information. A job that paid off, I would add, if it is true that in February we were the most affected country and today we are still one of the safest in the world. Now that the curve has risen again, it is necessary to reactivate that control room, as the government has recognized.
And what were the points of greatest contrast that they also told you no about?
«The government has expanded the previous Dpcm and for that reason, at the moment there is neither yes nor no. This gives us time to discuss and I am grateful that today both President Conte and Ministers Speranza and Boccia speak of the Government-Regions dialogue as a strength, thanking the regional governments for their “fruitful collaboration”. I do the same. The country needs to remain united, the emergency has not ended.
This time Conte intervened on the powers of the Regions: do you see it as a limitation? Governor Giovanni Toti does it.
“In recent months we have shared practically all the measures with the government. Previously we could only adopt more restrictive measures, if it were not for particular matters contained in the Dpcm that is still in force. And also the possibility that the Regions decide on “expansive” measures shared with the Minister of Health, contained in yesterday’s decree law, is a path already traveled in recent months: only those close to the territory can capture specific conditions and needs , knowing that the Minister of Health verifies that regional decisions do not have a negative impact on other regions or the entire country. Improving national autonomy, sharing and coordination is the right key. ”
The CTS criticized certain elections in the regions: what if in the end that line prevailed in the government?
“The CTS plays a very important role at the scientific level, so of course the decisions fall on those who have the responsibility. In my region, for example, every protocol and every decision has been made in accordance with national legislation and after verification and validation of healthcare. In this matter we move with facts and on the basis of findings, not opinions. On the other hand, we are doing things very seriously: in Emilia-Romagna these days we have come to make up to 15 thousand tampons a day and rarely do we go below 10,000, we have more than 80 Usca, the special care continuity units , that we do prevention in the area, as of October 19 all students and their parents will be able to perform the new free rapid serological test at the pharmacy, we have also bought 2 million quick swabs for schools and workplaces and 1.4 million doses of flu vaccine, 70% more than in 2019 ».

“In the Conference of the Regions, as president I have always sought a unified line in the confrontation with the government, finding great collaboration on the part of everyone. I don’t think there are hard or soft lines, but rather the need for presidents to handle the emergency, each one struggling with different situations in their territories. The protocols that we are applying are homogeneous at the national level and the Regions have drafted them. I have the feeling that the joke and the occasional controversy are after more than merit and substance. In fact, if I later ask what the Regions are doing in no particular order, no one can answer me.
