The summits took place on Sunday, on the occasion of the issuance of the new Dpcm scheduled for the afternoon of Monday, November 2. What Should We Expect? Certainly, for now at least, the generalized lockdown, such as the one implemented last spring, remains excluded. However, the “tightening” of restrictions is inevitable.
Throughout the national territory, shops and commercial activities could be closed from 6 o’clock in the afternoon, with the obligation to remain at home, except for those who have to leave for work, health or emergency reasons, to be accredited with a specific self-certification. The Dpcm should be based on this line.
Dad for everyone in the “red” areas?
So, so-called mini-closures could be implemented: in fact, we think of almost total closures only in the new “red” areas, with the father than in territorial areas where there is a higher concentration of infections (even large centers, such as Milan, Turin, Genoa and Naples) could also be implemented in the first cycle and lower secondary school.
This was also understood by the Minister of Regional Affairs, Francesco Boccia, during a summit with local authorities: “No single decision should be made about the school, but it should depend on the degree of RT (the infection index, ed) in each region “. .
The minister added: “The document of the Higher Institute of Health (ISS) and the monitoring system that we share with scientists and Regions has a series of hypotheses that should be triggered automatically. If a RT exceeds a certain level – today there are 11 Regions in 1,5 and 2 regions in 2 – then some measures already foreseen in the plan that we have shared and updated together should be activated automatically ”.
The mayors: planned closings
Even the mayors think so: according to them, the closures are clearly planned according to risk, as foreseen in the document of the Scientific Technical Committee shared by the Government and the Regions.
This document identified the different levels of the Rt index at which the different restrictions should be triggered: from distance learning at school to the reduction of hours of economic activities.

The regions, however, did not agree: the president of the Conference of Regions, Stefano Bonaccini, said that “national measures are also needed to show the unity of the institutional levels.”

And again, during the meeting between the government and the Regions, the governor reportedly said that it is “disconcerting” that ideological statements are made about the school that are disconnected from scientific data.

It would be crazy to close so many Italians in their homes for whom Covid normally has mild results, block the country’s production, stop the school and the future of our young people and not consider any intervention on those who really risk it.
