The strategic plan of the anti-Covid vaccines was presented by the Minister of Health Speranza, called to report to the Senate on the morning of December 2, as we already have it.
The Minister begins: “After the crude words about the risks we run if we let our guard down, now I would like to convey a clear message of hope: after extremely difficult months and days that we will never forget, the message for Italians is one of reasoned trust. . We finally see a landing in the storm, it seems likely that from January we will have vaccines ”.
“The turning point we expected and on which we have been working for months. We were the first in Europe together with Germany, France, the Netherlands ”, recalls Minister Speranza. And goes on to state the axes of the strategic plan, which will also guide the operational phase of the vaccination campaign, a unprecedented campaign, as stated by the head of the Department of Health.
“At the moment it is not the intention of the government to make the campaign mandatory, the goal is to achieve herd immunity as soon as possible. Sacrifices with a definite time limit, which will lead us to close this dramatic page, ”said the Minister.
“The vaccination campaign will be massive and will require an unprecedented effort, we must avoid getting there with the health system under stress and with our doctors working against Covid.”
And the Minister recommends unity: “The total success of the vaccination campaign should be a goal for the whole country, there should be no division between us. A pact is needed with the country on this challenge, no one excluded, a necessary precondition for economic recovery. “
First axis
First axis: “The purchase of the vaccine is centralized and it will be delivered free to all Italians”, Emphatically affirms the Minister of Health. And he continues: “The vaccine is a common good, a right that must be guaranteed to all women and men, regardless of income or the territory in which they live, no inequality will be admitted in the vaccination campaign.”
Second axis
Second axis: Italy has opted for 202 million doses of the vaccine, a large budget to potentially vaccinate the entire population and maintain safety stocks. With the knowledge available, the Minister explains that two doses will be administered in a short time interval. As for the duration of coverage of the vaccine, to date there are no certainties.
The time of administration:
- From the first quarter of 2021 the first doses;
- a massive administration in the second and third quarters of 2021;
- conclusion of the vaccination campaign in the fourth quarter of 2021.
If all authorization processes are successful, Italy could count on the availability of the following doses:
- AstraZeneca contract: 40.38 million doses
- Johnson & Johnson contract: 26.92 million doses
- Sanofi contract 40.38 ml dose
- Pfizer BionTech contract 26.92 doses
- CureVac contracts 30,285 doses
- Modern contract 10,768 doses
Third axis
“The third axis refers to the time related to the authorization of the vaccines that we have purchased. The race against time that the scientific community is carrying out goes hand in hand with security, ”said the minister.
To date, two dates set by Mom (European Medicines Agency): December 29 for the Pfizer BionTech vaccine, which will provide us with more than 8 million doses; it is January 12 for the Moderna vaccine, which will provide more than 1 million doses.

Categories to be vaccinated:
- health and social workers, due to the increased risk of contracting Covid-19 and infecting fragile people: more than 1 million people;
- residents and staff of residential facilities for the elderly, categories with high priority for vaccination, 570 thousand people;
- older people: more than 80, more than 4 million people; between 60 and 79 years 13 million people; people with at least one chronic comorbidity 7 million people.
- Other categories, residual: operators of essential services, such as teachers and school staff; then the police and prison staff.

Logistics and Transportation.
Sixth axis
Governance of the vaccination plan. Centralized management of vaccination, at least in the initial phase of vaccination.
Seventh axis
Information system for the safe management of the plan. Possibility of active call, reservation, vaccination certification record, real-time calculation of vaccination coverage, vaccination surveillance systems.
Eighth axis
Pharmacological surveillance and immunological surveillance during the vaccination campaign, to monitor any adverse events in the context of its actual use and to identify problems related to the quality of the vaccine and its administration.
