It means that the number of new patients with coronavirus must be practically non-existent. Or at least there are few isolated and manageable cases. The stages that will serve to monitor the progress of the virus have already been identified. Aware that all this will also affect vacation options, therefore, the tourism sector, very penalized by the Covid-19 epidemic. However, a decision has already been made: if there are no new peaks during the first two weeks of Phase 2, it is possible to move to second residences within your region on May 18. At one point, the Minister for Regional Affairs, Francesco Boccia, was explicit during the meeting with the governors that took place yesterday: Creative ordinances will not be allowed, he said, especially during the summer.

Try May 11
The first stop was set for May 11. One week after the reopens starting on Monday, May 4, the situation divided by regions will be monitored. And this will also allow evaluating a national figure. The government has disclosed that R0 is currently around 0.7, even if in some areas of the country it appears to be much higher. Therefore, the impact caused by the resumption of numerous production activities, by the movement of more workers and by the freer movements of citizens will have to be measured. And then check the possible increase in the number of new positives, test the tightness of health facilities. This is the only way to decide whether to proceed, slow down, or even decide to return.
Open stores
A week later, exactly on May 18, the most critical phase in terms of reopening begins. If the progress of infections is under control or, in any case, just above the current threshold, the opening of retail stores will be confirmed, albeit with security rules. And in that same week other decisions could also be made regarding the movements of citizens. A new relaxation of the bans in view of the warmer months.
The second houses
They are currently allowed to go to second homes only for emergencies. Starting on May 4, it will be possible to visit relatives, as long as they are in the same region, but without being able to stay. Starting May 18 or at most the following week, and as long as there are no spikes in the epidemic, plans are also being made to authorize the transfer, provided the second vacation home is in the same region of residence . Obviously, this could lead to an increase in local health structures and, therefore, guidelines will be established that can put municipalities in a position to intervene in an emergency. It is likely that through the general practitioners, the transfer to the local health authorities will also communicate the arrival and departure dates, precisely to facilitate the organization of the structures. And there will be a new evaluation related to R0.
Outside the region
In fact, the possibility of granting movement from one region to another will be evaluated only when the contagion index equals 0.2. This is likely to happen much more. The red zones
Some municipalities that have never registered infections have already announced that they are opposed to the possibility of bringing in non-residents. it was excluded that limited areas could be created within the same region. The rules stipulate that entry bans can only be decided at the regional level, so much so that even when it comes to establishing red zones, it is up to the governor to submit the application and any decree that accepts the application must be signed by the government, delegate supervising the prohibited area and supply the basic needs of the population.
Bordering regions
