The government tried to divide the front of the regions on the measures taken and to be taken to combat the coronavirus, but the attempt failed. This morning, given the measures that Conte will undertake today – more scaled down than the threats of the day before – there will be a new table between the government and representatives of the territory. They have summarized their proposals in a common position.

The same controversies raised by Minister Boccia and Commissioner Arcuri with reckless statements have not made inroads among governors, who are more focused on the responses to offer to public opinion.

Daniele Leodori himself, who is from the Democratic Party and represents the Lazio region instead of Nicola Zingaretti, speaks of “a more serene climate, the clarifications have put things back in the right place.”

The reality is that, sooner or later, Giuseppe Conte will have to understand that he cannot show off when there is good news and throw everything to the regions when the situation worsens. And today the discussion will have to focus on absolutely precise questions.

And this also to avoid embarrassing local drifts like those in which the Governor of Campania Vincenzo De Luca acted. Just Lazio, for example, yesterday issued a note to reiterate that it has not taken any decision on new measures to contain the infection “and that, above all, no new ordinance or decision taken independently is foreseen.” Indeed, Leodori says at the end of a busy day of meetings: “Lazio will continue to work in concert with the government and the other regions. There is maximum alert and concern, the recommendation is to march together between institutions and citizens ”.

Among the proposals that are still being discussed are those to close bars and restaurants at midnight. Perhaps at 23 for nightlife areas, although there are doubts. And anyway, says the governor of Liguria, Giovanni Toti, “I hope this time the regions are listened to and have room for maneuver: treating nightclubs like bars in small towns where Covid does not exist is crazy is useless.

On the table also the most closed on events and congresses, on festivals and fairs and on minor sports.

The requests from the regions will refer to the possibility of hiring specialists in the national health service as well and being able to use health personnel with greater flexibility. And also the authorization of the salivary swab for diagnosis.

Governors are asking for more men for services related to checks on compliance with anti-Covid rules: they complain about a shortage of resources. Last but not least, but certainly not least, provide distance education in rotation during the last three years of high schools. And for colleges, college access only for freshmen in the first year. All this above all to alleviate the burden on passengers in transport to school and work. Toti adds: “It is useless to always tighten the rules and not give resources for controls. Does the government dispute the regions? Perhaps they attack to cover their delays … they are defensive attacks. The regions, more or less, have so far borne the full brunt of the Covid crisis and often have even taken advantage of incomprehensible and strange rules. “

Now it is a question of understanding if there will be a real peace with the Executive and a new stage of bilateral collaboration will begin. But it is clear that many of the problems are in the cash box: if the state does not scrape the money, it will be clear that the autonomy system runs the risk of being left with its back against the wall. And no one can afford to play tricks on lefties in leading regions to try to get citizens and businesses to breathe again.

So, of course, the last word will be held by Prime Minister Conte, who tonight will have to communicate the decisions made (in the usual television mode): the hope is that we will finally proceed reasonably.
