According to what the governor of Liguria Giovanni Toti writes on Twitter, Prime Minister Giuseppe Conte would have accepted the request of the Regions in Phase 2: it will be them, from May 18, who decide which activities will reopen and which will not. “The government will make its proposals, writes Toti, and these will be integrated by the local authorities. Together we will continue to monitor the situation. Go ahead with common sense! Let’s go out together “. The request for greater territorial autonomy was made at the State-Regions Conference.
Until now, restrictions to curb the coronavirus have been imposed by decrees of the Prime Minister. The regions could intervene, but only to further restrict government action. However, given the extreme difference between the Italian territories and their economies, the governors had promoted their most active role, which also offered positive possibilities: being able to reopen activities that were not considered at risk in their territories.
It is understood that the government will have the opportunity to intervene if, depending on the trend of the data on the contagion curve and the criteria defined by the Ministry of Health circular, it is necessary to block a new spread of the virus.
On the other hand, in the morning it was the Minister of Autonomy, Francesco Boccia, who pushed for regional differentiation. The theme reiterated during the afternoon conference between the government and the regions: “The phase of responsibility for the regions begins.”
Simply put, this means restarting for bars, restaurants, clothing stores, etc. In the middle of the week, the Scientific Technical Committee will develop the security protocols for the various sectors together with INAIL. For now, cinemas, theaters, concerts, gyms, and swimming pools seem to remain outside, so the risk of infection is believed to still be too high. In this regard, however, the Governor of Veneto Luca Zaia does not seem to share the limitations, pressing for the reopening of gyms and tourist activities. “This is our request based on scientific monitoring of the health indicators we have been given,” Zaia said, but it is not free for everyone. Reopening on June 1 would be a disaster, we couldn’t get there. ”
With a view to differentiation, Toti is ready to reopen bathing establishments. “There are countless rooms that concern me more than plants in terms of rules, distance, ventilation,” he said.
