CAGLIARI. Final adjustments to the text of the ordinance that the Governor of Sardinia Christian Solinas will share with all the group leaders of the Regional Council today at 5.30 pm. The provision that should contain the extension from 6:00 p.m. to 11:00 p.m. of the closing of bars and restaurants may be adopted today, after the summit in which the members of the Technical and Scientific Committee will also participate. Among the anti-Covid measures that Solinas intends to implement, there is certainly 100 percent distance education for secondary schools and then a reduction in maritime and air connections to and from the island. On this last point, the negotiations with the Government are close: the president would like a reduction in frequencies to the minimum terms, as at the time of the previous closure, with the difference that in this case they would be insured at all airports. However, Rome is opposed to resistance and doubts that refer mainly to respect for the constitutional principle on the free movement of persons. Another point of the ordinance could refer to the reduction of the theaters’ capacity by up to a third, thus avoiding the total closure foreseen in the Dpcm. In this case, the conditional is mandatory because the Regions can provide more restrictive measures than those of the Government, and not relax them. Unless Solinas intends to enforce the statute of special autonomy, as provided by the Dpcm itself regarding the closures of premises for the administration of food and beverages. On this front, in these hours, constant discussions are held with the Technical-Scientific Committee: in fact, the decree grants freedom to the Autonomous Administrations on condition that they have previously verified the compatibility of a possible repeal with the evolution of the epidemiological situation Of the territory. In Sardinia, conditions have not worsened, but they are not good either: the regional health service is in trouble and the infection monitoring systems are in extreme difficulty. The question is whether expanding the activity of bars and restaurants is risky or not. It should not be – it is the general opinion in the presidency and the circles of the CTS – because bars and restaurants belong to the group of categories that have invested the most to guarantee access to the premises with total security.
