To assess the effects on contagions of the restrictions introduced with the last Dpcm – from the closure of bars and restaurants at midnight to the cancellation of football matches – it takes at least ten days: too many. This is confirmed by the much more restrictive measures that the Regions and mayors of the main cities have been taking in the last hours after the alerts about the spread of contagion in their territories. For this reason, in the Government, in addition to the closure of swimming pools and gyms, there is again talk of a curfew.

Is it a curfew?

The goal is to play early. Prevent the dissemination from being contained, introducing a draconian measure such as the night curfew that, in addition to anticipating the closure of the premises, as provided by the current Dpcm, prohibits travel, thus avoiding close encounters that occur especially between young people and after hours.

The Franceschini-Speranza front

A measure that in reality in the Government had already been strongly sponsored by the head of delegation of the Democratic Party and Minister of Culture, Dario Franceschini, and by the Minister of Health, Roberto Speranza, but against which he had been put (in addition to the leader of Iv Matteo Renzi) especially the Prime Minister, Giuseppe Conte, who with the mediation of Francesco Boccia, Minister of Regional Affairs, preferred to leave the Regions (and mayors) the possibility of tightening the prohibitions.

The ordinances of mayors and governors

So it was. After the publication of the decree, the regional presidents and mayors presented ordinances with much more severe measures than those provided by the Dpcm. Lombardy, closely followed by Campania, has decided on a curfew from 11:00 p.m. to 5:00 a.m., in addition to closing shopping centers for the weekend (excluding food and basic necessities). The shutters lowered over the weekend also in Piedmont, while in Turin, as well as in Genoa and Rome, the anti-movement measures arrive.

Government intervention

The governors played ahead. But this does not rule out a nationwide intervention. Also because this second wave, unlike that of February / March, did not affect only the north but “democratically” extends from the Alps to Sicily. Later, the Government, despite protests from various Regions, decided to focus on widespread interventions.
