Why don’t private companies in the red zone put all employees in smart work?

For smart operation until January 31, for the entire duration of the state of emergency, a simplified procedure is in place to adopt it. In practice, an individual agreement with the company is no longer required to activate it. This means that companies can unilaterally decide whether or not to put employees on smart work. Therefore, it is not an obligation for the company to put employees in agile work. Some companies are getting organized, putting all employees on smart work, others just a few days a week.
