The restrictions could be eased if sanitary conditions exist. “All the new rules provided by the last Dpcm – those reserved for the yellow, orange and red areas – will be in force as of Friday, November 6. The government has decided to allow everyone to have time to organize their activities.”

The yellow band at the moderate risk level includes Abruzzo, Basilicata, Campania, Emilia Romagna, Friuli Venezia Giulia, Lazio, Liguria, Molise, Marche, the province of Trento and Bolzano, Sardinia, Tuscany, Umbria and Veneto. “Recently, the Minister of Health, Roberto Speranza, adopted the ordinance that in fact identifies the three zones, each with its own restrictive measures.” There is no green zone: “there are no territories that can escape” from the restrictive measures, “the pandemic runs everywhere.” “If we introduced single measures throughout Italy we would have a double negative effect: not taking effective measures where there is greater risk and we will impose unreasonable restrictive measures where the situation is less serious,” explains Conte.
