The return for them, trapped in Argentina or Tenerife, increasingly seems like a mirage as prices rise. And from all four corners of the world, flights organized thanks to the Italian ministry count to take them home. Some free but others with commercial airplanes and double rates, quadruple than usual, more than two thousand euros from Argentina, 500 from Morocco. Why are other countries giving their fellow citizens back for free by taking advantage of funds for European repatriations that also pay for 75% of travel?”
With this system, 50,000 of the 500,000 Europeans have returned to their homes: more than thirty thousand Germans, 3,400 Spaniards, 2,257 Austrians, 2,470 Belgians. Almost two thousand Czechs, eight hundred Dutch. And only a thousand Italians. Why?
The Ministry’s Response

One of the fundamental points that prompted the Ministry to choose this mechanism only once would be that “the European Commission reserves the right to make a contribution only ex-post, ranging from a minimum of 8 to a maximum of 75% against an advance of the total cost of the flight by the State. And today the Commission is evaluating 400 reimbursement requests for an average of € 250,000 per flight. In addition, the obligation introduced in Italy to distance on board an aircraft, which must travel from 28 March up to about half or 1/3 of the load capacity, makes activating the mechanism more complicated and affects both the need to ensure on board there is a minimum presence of other EU passengers (reducing the number of transportable Italians ), both in the cost of the ticket.
Europe’s position.
The response from Brussels, which brought home 50,000 of the 500,000 Europeans with these funds, thus in total less than those brought in by Italy alone with its interventions, says there is no numerical limit. It is enough that the flights bring on board some citizens also from other EU partners and, above all, explains a spokesman for the EU executive: “We accept all requests from all countries, but the civil protection mechanism must be activated by national authorities. ” And Italy requested it only once, in February, for an operation from Japan.
It works like this. In practice, it is the country that organizes the flight and decides that if it is military, commercial, for Europe it is indifferent, as long as it also receives travelers from other countries of the Community. If there is an organized flight that costs, for example, 200 thousand euros, Europe can pay up to 75% of the amount of the advance, the rest depends on the state, however, for example, from Brussels, rarely requests a refund from its citizen. And this is what the last Italians still trapped abroad expect.
