Rome – He First Giuseppe Conte signed the Dpcm it will introduce a “soft lock” starting tomorrow. The new restrictions will continue until at least November 24.
Compared to the draft circulated yesterday, the new version has few changes which, however, satisfy the requests of the Regions: bars and restaurants can stay open on Sundays (always until 6pm, like all other days), and the organization of contests will be allowed.
The president of the Conte Council at 1:30 p.m. spoke about the measures during a Press conference and explained that both health and the economy must be preserved, expressing regret for the closure of concert halls and the cultural sector (here all the details of Conte’s words).

The main measures
Restaurants, bars, ice cream parlors and pastry shops close at 6 pm on weekdays and Sundays. Stop at cinemas, theaters, casinos, bookmakers. Stop at gyms, pools, spas, and spas. Post-wedding vacations have also been suspended: these are some of the main measures of the new restrictive Dpcm signed by Conte the night after the last meeting with the heads of delegation. Movements
The final version of the Dpcm “strongly recommends” to “not travel in public or private means of transport, except for work, study or health reasons, for situations of need, to carry out activities or take advantage of services not suspended ”. However, compared to the last draft, the specification according to which it was recommended not to move “from the Municipality of residence, domicile or domicile”. During yesterday’s meetings it was among the most discussed also because the government was talking about the hypothesis of a travel ban between Regions, a ban that, in the text signed by Conte, is not introduced.
School, in secondary school distance learning is possible even more than 75%
According to the provisions of the Dpcm, in secondary schools it will be possible to carry distance education even above 75%. The draft circulated yesterday provided for “a participation equal to 75 of the activities” in Dad, but in the final version the article was rewritten, providing “a participation equal to at least 75% of the activities.” A formula that, in fact, complies with the different Regions that had asked to take Dad 100%.
The competitions
Public and private contests can still be held. In the text of the Dpcm signed by Prime Minister Giuseppe Conte it is in fact omitted the prohibition to perform foreseen in the draft. The letter “z” of article 1 of the text circulated yesterday, in effect, indicates that “the conduction of public and private bankruptcy procedures and those of qualification to the profession are suspended … with the exception of those of health personnel and civil protection … without prejudice to ongoing procedures “.
