Starting on November 5, for at least 15 days, Lombardy will experience a new lockdown, in a slightly milder version than that of spring. Prime Minister Giuseppe Conte, late in the afternoon of Tuesday, signed the Dpcm that will enter into force on November 5 and until December 3, that of the already famous differentiation of the Italian regions in red, orange and green in based on twenty-one parameters. Publication in the Official Gazette is scheduled for Wednesday, November 4, 2020.

Blockade, possible exemptions with State-Region negotiations

In all likelihood, given the trend in covid infections and several other known parameters (including the Rt contagion rate), Lombardy will be included among the Red Regions, those where measurements will be heaviest. The permanence of a Region in the red zone will have a minimum duration of fifteen days and the “change” between one zone and another will be automatic according to the variation of the parameters.

The Regions would not have liked the differentiation between one and the other, nor an almost total closure for some, but the original line prevailed in the Government. A provision of the Dpcm allows “negotiation” between the single Region and the Ministry of Health to exempt that Region from one or more restrictive regulations.

Lock: unnecessary movements prohibited. Save productive activities

So what will happen in Lombardy from November 5? In the first place, travel will be prohibited except for justified reasons of need, work or health (self-certification will be necessary). Home travel and school work are allowed. Retail stores will be closed except for food, pharmacies, newsagents and tobacconists. Except, maybe, even the hairdressers. Non-food markets will be closed. The activity of bars, pubs, restaurants, ice cream parlors, patisseries is also closed: only catering with home delivery is allowed, as well as until 10 pm (national curfew) with take away food.

Schools will provide distance learning from the seventh grade. Those over six years of age will also be required in class. Finally, transport: the filling coefficient, with respect to the real capacity, will be 50% and not more than 80%. Industrial and commercial production activities are excluded, provided that all current anti-Covid protocols are respected.
