“Compared with infected people, the number of asymptomatic patients increases, the number of hospitalized people decreases in percentage but there is a high probability that many regions exceed the thresholds of intensive care and medical,” he said. Prime Minister Giuseppe Conte at the evening press conference on Wednesday, November 4, in which he illustrated the measures of the new dpcm.
“If we introduced single measures throughout Italy, we would have a double negative effect, not taking truly effective measures where there is greater risk and we would impose unreasonable restrictive measures where the situation is less serious. That is why we have decided to divide Italy into three yellow, orange and red zones according to gravity. “These are the words of Giuseppe Conte, Prime Minister who spoke on the night of Wednesday, November 4, to announce the new measures of the Dpcm that will take effect from Friday, November 6 to December 3. “We decided that the government would allow everyone to have time to organize their activities.” “There are no green areas, the pandemic is everywhere,” continued the prime minister.
“From October 19 to 25, the number of cases almost doubled compared to the previous week. The number of asymptomatic patients increases and the number of those who attend intensive care decreases – Conte stressed -. Today we have a very complex monitoring plan based on 21 parameters ”.
“Self-certification is linked to prohibitions. In the red zones, when leaving home, there is self-certification, as well as between Regions and Municipalities ”, explained the Prime Minister.

FONTANA: UNACCEPTABLE, DATA FROM TEN DAYS AGO FOR THE RED ZONE
“Let’s be clear. The new Decree of the Prime Minister that regulates the containment actions of the Covid, territory by territory, has come into force, based on 21 technical indicators analyzed by the National Technical Scientific Committee.” This is how the post published on its page begins of Facebook by the President of the Lombardy Region, Attilio Fontana.
“Now – specifies the governor – it is an ordinance of the Ministry of Health, not of the regional administration, which, again based on the evaluation of the data by the CTS, must establish in which band each Region is located: Yellow, Orange or Rossa, with the consequent different restrictive levels ”.
“So far – explains Fontana – the Government has not communicated anything to us and we do not know which ‘Band’ Lombardy is in. From our information, the latest
The evaluation of the CTS Monitoring Cabinet with the analysis of 21 parameters dates back to about 10 days ago. This is unacceptable “.
“The evaluations – adds the President of the Region – must be made on the basis of updated data to date, taking into account the restrictions already adopted in Lombardy, the sacrifices
already done by the Lombards in these 10 days to contain the spread of the virus and from which we registered a first improvement. I insist that, before establishing where Lombardy is, the data must be updated ”.
COVID, GALLONE AND FONTANA: “BERGAMO AND THE PROVINCE ARE NOT A RED ZONE”
“The Lombardy region, which has approximately ten million inhabitants, and which in all probability will be considered a red zone by the decree of the Minister of Health, cannot be treated like other regions that have 400/500 thousand inhabitants – declares the Los Parliamentarians from Bergamo from Forza Italia, Alessandra Gallone and Gregorio Fontana – For example, the province of Bergamo, about 1.2 million inhabitants, would be the red zone only because it is part of Lombardy, and it does not matter if the virus in that territory is much less present than in other regions that will not be included in the red zone. Therefore, it is necessary to differentiate the different territories within the vast region of Lombardy. The city of Bergamo and its province should be excluded from the red zone Otherwise, not only would a serious and objective injustice be committed, but disastrous effects would be determined for an already tried and tested productive fabric and for the economy of the territory and its h inhabitants. We hope that Minister Speranza will carefully assess the situation and accept our urgent invitation based on the evidence of epidemiological data ”.
RIBOLLA, LEGA: MASKS AND DISTANCE BUT DO NOT KILL THE ECONOMY BERGAMO
“New possible blockade in Lombardy, while the contagion curve slows down. According to the Prime Minister’s Decree, the Government would like to close some Regions, including Lombardy, forbidding travel (even within the same Municipality), closing shops, bars and restaurants, as well as gyms, clubs, game rooms, cinemas and theaters. After obviously large investments by all these activities, they survive on the sweat of the work of individuals and families who dedicate up to 14 hours a day to it. The loss of more than 31,000 jobs is expected in the Bergamo area alone! All this while snacks are late and crumbs compared to losses (an accountant tells you) and compared to the snack measures taken by the other European states. The Regional Council of Lombardy, last night, unanimously rejected the hypothesis of the blockade, but the Government seems to continue on its way. Sounds like total nonsense to me. Prudence, masks, gels and distancing, but don’t kill Bergamo’s economy ”, asks Alberto Ribolla de la Lega.
