Closure in Campania: restaurants and bars risk total lockdown

For an entire afternoon it is an alternation of numbers and tables, with Campania dancing between the orange and green areas. It is not a small thing because ending up in the red zone (like Lombardy and Piedmont) leads to a blockade similar to that of March; in orange bars and restaurants close while in green there is more freedom. With Vincenzo De Luca who does not care about the new Dpcm of Giuseppe Conte, expected at night after an endless series of discussions in the State-Regions Conference, because what is important is a national regulatory framework without leaving the weight of decisions to the governors. Then, only today, with the decree signed and in force as of tomorrow, will it be understood whether or not more restrictive rules are applied that continue to be the responsibility of the Regions.

In the red zone there should be Lombardy, Piedmont, Calabria, South Tyrol and Valle d’Aosta. Orange zone instead for Puglia, Liguria, Campania and Veneto. With the latter dancing for hours: between the region led by De Luca balanced between green and orange (but more towards the latter) and that of Zaia, candidate for the dimmer green zone. But be careful, because a series of parameters that can change in a week decide the risk zone. However, as of yesterday, there is no red zone and therefore total lockdown for Campania. And so it should be for at least ten days, if the data on the contagion curves and the availability of beds do not decrease.

For the whole of Italy, the curfew begins from 22 to 5 in the morning and “you only travel motivated by proven work needs, by situations of need or by health reasons”, says one of the latest drafts of the Dpcm . Although it is recommended to avoid traveling throughout the day. The closures refer to shopping centers, museums, bars and restaurants (for the red and orange zones). However, hair salons and beauty centers are safe while the public transport capacity index drops from 80 to 50 percent. I work at smart, on the other hand, for all employees of public administrations. Finally, the school knot remains. In Campania, those of all orders and grades are closed due to a regional ordinance and the scenario is likely to remain as it is even if the Dpcm provides open classrooms to secondary school students for the orange areas. Prohibition, however, for any type of movement, except for proven needs that are detected in the self-certification model, from the municipality of residence itself both in public and private transport for the two areas of maximum risk (where it is also prohibited to travel between regions ) while it is possible to move between the municipalities of the region on the greens. But not in Campania because of the regional ordinance that prohibits the transfer between the 5 provinces.

Even yesterday, the figures provided by the Crisis Unit’s daily bulletin point to difficult scenarios. Because the proportion of positive swabs in Campania is a record 21.5 percent (2,971 new positives out of 13,801 swabs). That’s almost one positive for every 5 swabs. Three days ago, just to make a comparison, there were 3,860 cases of positivity for Covid but in 21,785 swabs. And, therefore, with an index of 17.7 percent. The only positive data is the number of cured, which touches 998 cases but the pressure on the regional hospital system is increasing: 227 of the 243 Covid intensive care beds are occupied, so it will be necessary to activate others (but the total number of ICUs available in Campania is 580). On the other hand, the occupied hospital beds are 1,497 out of 1,940 places.

«The health situation is at the end. We have lines of cars and ambulances near the hospitals. It is a dramatic situation to which the social tension is added ”, is the alarm that Luigi de Magistris launched yesterday, relaunching the emergency in the capital of Campania. In fact, despite the efforts, the figures are not at all reassuring. In fact, nine regions have exceeded the threshold of 31 per cent of intensive jobs filled. Campania is at 44 percent, 14 points more, above the critical threshold of 30 set by the Ministry of Health. But there is also concern about the speed with which the departments of pulmonology, general medicine and infectious diseases, the so-called “non-critical zone” where Covid patients with minor symptoms are hospitalized. Here the critical threshold is set, again by the Ministry of Health, at 40 percent and Campania is very close: it is 37 percent.
