“It was not an easy choice, but I made a painful but necessary decision.” Thus, the president of the Piedmont Region, Alberto Cirio, in an interview with School horizon, comments on the decision to keep schools closed even after the “downgrade” to the orange zone.
President Cirio, the decision to close schools, despite the “downgrade” has sparked discussion. Where does this decision come from?
“Certainly not out of emotion, but because of a careful analysis of the situation in my region and the fact that the TAR has proved us right is proof of this. However, I would like to make it clear that it was not an easy choice. I strongly believe in the priority of ensuring a return to school in person, which is why mine was a painful but necessary decision. A need underscored by the opinion of our physicians and epidemiologists and by the numbers, because since the beginning of the school year the contagion curve in Piedmont has grown almost vertically for the middle and high school age groups. Between 11 and 18 years of age, the cases were more than double compared to those under 10 years of age and after two weeks of returning to school in presence, without having yet resolved the problems of what happens before and after entering class, the likelihood of children bringing the virus home to their closest loved ones would greatly increase. I, then, also have to deal with a healthcare system that I inherited and that hospitalizes twice as much as the Italian average, due to decades of cuts that have dismantled our local medicine. On the basis of all this, pretending nothing would have been irresponsible. “
Data on infections indicate an incidence when returning to class. Could more have been done on transportation or else?
“This is an aspect that the Regions, starting with President Bonaccini, have stressed since before the summer. We knew that transportation would be one of the biggest problems and we had asked for an increase in the resources needed to increase travel. We in Piedmont intervene directly, with almost 2 million euros and 480 more trips every day. But throughout Italy the 80% load on public transport has created the difficulties that must be overcome today ”.
How can the right to study coexist with full health security?
“I can tell you what we are doing in Piedmont. We have developed a plan that intervenes in transport, but also in the entry and exit times and we are dealing with the school world to find a balance in its viability. At the same time, we are organizing a rapid swab plan to monitor and especially prevent the contagion situation in Piedmont schools ”.
What would you say to Anita, now a symbol of the fight against distance education?
“That his priority is also mine. And that I want the Piedmontese students to be able to return to school, safely and forever ”.
You talked about making up for lost school days, but many teachers disagree: digital learning is also a school. What do you think and especially how would it recover?
“Someone wanted to read something in my words that I never said, because I never considered the time invested in Dad as” wasted time. ” I am the father of a 15-year-old boy and I have the opportunity to see with my own eyes every day the enormous effort that all of us, students, teachers and families, in different roles, are showing to ensure the excellence of our school, even from a distance . What I am thinking of are projects that the Region is willing to support to allow the autonomies to enhance the moments of attendance, as soon as possible, especially for the students who this year will have to take the eighth grade and high school exams ”.
Would you agree to dilute the holidays during the school year and shorten the summer ones?
“I think it is up to the school to make a proposal on the school calendar, taking into account all the elements at stake, and to make it known to the institutions.”
You have the opportunity to send a message to Minister Azzolina: what would be your priority on the school front?
“I understand that the school world is one of the most complex, but many critical issues had to be resolved already this summer by the Ministry of Education, which did not happen. But now is not the time for recriminations or controversies, so let’s work together to solve the problems once and for all. “
