Rome, December 19, 2020 – Since the beginning of the emergency Coronavirus iThe Government used the administrative act of Dpcm (acronym for Decree of the President of the Council of Ministers) as an emergency tool to counteract the COVID-19 pandemic. It is a quick tool, an expression of the political majority only, lower in rank than laws or decrees. All Dpcm are governed in turn by a law or a decree law. For its approval, it does not foresee the participation of the Parliament. After the issuance and signature of the Republic President, enters into force on the same day or the day after its publication in Official diary.
Compared to the Dpcm, first implemented in the Covid emergency on March 1, 2020, the tool used to regulate the days leading up to holidays and Christmas holidays is the Christmas decree. A decree-law that, by Constitution, is a legal instrument, such as the Dpcm, which enters into force on the same day or from the day after its publication in the Official Gazette, produces effects and must be applied, but provides for involvement and dialogue with the opposition. The initiative of the dl is always the Government, but it must be signed into law by Parliament within 60 days, otherwise and they lose all effects (even initials).
