Regarding the exceptions, the government line is bleeding but for now it seems that closures prevail: there are no exceptions for family reunification or reaching second homes, only those who have to return to their residence or who, after self-certification , declare that they have to help a father, move lonely and old man. So now the situation is this:
- the application to allow family reunification based on the degree of kinship (ie first degree relatives) has not yet been approved and therefore those between engaged couples and “relatives” should also be prohibited;

- it will be “highly recommended” not to welcome people who do not live together and it will be advisable to maintain a limit that could be set at six, eight or ten guests;
- The curfew is confirmed from 10pm to 6am from December 4 to January 6. There will be no exceptions on holidays, the time of return home will be the same also on Christmas, December 26 and 31, New Year’s Eve and January 6;
- after 10 p.m. and before 6 am. it will be possible to leave home only for “proven needs”, which are work, health and emergency reasons;
- in the regions of the yellow stripe it will be possible to cross regional borders until December 20; Until that date it is also allowed to move to second homes where you can stay and then return to your residence or domicile. For those who are in the red or orange zone, it will always be possible from December 4 to January 6 to return to your residence and home.
The Dpcm should also include the prohibition of dinners for the 31st even in hotels, to avoid that, thanks to the overnight stays, the anti-celebration rule is circumvented. The same reasoning was made for the cruise stop.
