The of the ME now is one political problem, more than an economic opportunity for Italy.
The Government, so far, has shown maximum agreement only on the use of the Recovery Fund, to the instrument SURE for redundancies, to EIB loans already granted for healthcare.
The common line is as follows: take advantage of EU resources provided by Community institutions that fall under the hat of the Union. For the rest, this is the rescue fund that remains outside the legislative framework of the community, since it is itself an international organization, the Government has remained on the lookout.
However, the latest statements by the Prime Minister have confirmed what has been leaked so far: Conte does not want the ME. But for the most part, the ballet of pros and cons has started anew. What will happen? Has the prime minister already decided?
MONTH: the riddle in Italy is political
Probably the MES is igniting the political debate only in Italy, at least in a confusing way as in our country. And this reflects a political condition of the Conte Government: the heterogeneity of the majority.
Yes, indeed, in the Recovery Fund an agreement was reached immediately, a real war broke out in the rescue fund. The last sparks ignited after Conte’s last press conference, in which the prime minister has settled the MONTH, which is not the panacea for all ills.
Gypsies and the P.S. they were very resentful, remembering the debate in Parliament and not at the press conference. Italia Viva is also attacking, with Renzi accusing the Prime Minister of a grave mistake.
Conte himself ended up being the center of attention: he has always shown skepticism towards the use of the much discussed 36 billion euros for health costs. Their attitude in this regard has so far been to wait and see, as if to delay a consciously difficult debate.
Now, however, with the last words he has highlighted an almost clear opposition, always supported by 5 star movement.
There is an ongoing political fight, and all parties want to take some of the credit in this difficult fight for economic recovery. The PD believes that having extra money will help promote the reorganization of the health system (and will give a positive image to the electorate); the M5S instead focuses on the MES’s bad reputation as loans, little loved by public opinion.
Political opportunities, therefore, more than economic ones. And this is the real puzzle. Conte doesn’t seem willing to give Democrats that much freedom on the issue. In the meantime, there should be a table with Zingaretti’s party on the country’s reactivation plan: Conte will negotiate the not to the MONTH?
Gualtieri explains (again) the ESM
At the press conference on the maneuver, Gulatieri returned to the subject of the MES and, with the usual calm tone, explained the subject again:

The doors are therefore open to parliamentary debate. Of course, even for Gualtieri, at this point, a political reasoning. Will accepting the fund mean dismantling the majority and sending a weak signal to the markets? The discussion will continue to be intense in the Government.
