Finally, emergency measures have been taken to maintain basic road and air connections between the EU and the UK and to allow EU and UK vessels to fish for mutual access. Days had passed that some member states had been asking the European Commission to notify them but Brussels had been delayed so as not to give a closure signal during the post-Brexit trade deal negotiations. The transition period ends on December 31, time is running out and the Wednesday night dinner in Brussels between the EU Commission President Ursula von der Leyen and British Prime Minister Boris Johnson did not bring no progress. von der Leyen, to communicate on Twitter: Negotiations are still ongoing, but the end of the transition is near. There is no guarantee that, if an agreement is reached, it will enter into force in time. We must also be prepared not to have an agreement in effect on January 1. Today we present the emergency measures. The purpose of the emergency measures is to deal with the period during which no agreement is in force. The EU Commission, Council and Parliament will need to work closely together to facilitate the entry into force of the proposed regulations on 1 January.

Measurements

The Commission explains that while a no-deal scenario will disrupt many areas, some sectors will be disproportionately affected due to a lack of adequate backup solutions and because in some sectors stakeholders are unable to take mitigation measures. That’s why Brussels is proposing four emergency measures to mitigate some of the major disruptions that will occur on January 1 in the event that an agreement with the UK has not yet been established.

Air links

For basic air links, it proposes a regulation to guarantee the provision of certain air services between the UK and the EU for six months, provided the UK guarantees it. For aviation security, the standards will ensure that various product safety certificates can continue to be used on EU aircraft without interruption, thus avoiding the blockade of European aircraft.

Transport of goods and passengers

For basic road connections, the proposed regulation covers the carriage of goods and passengers by road for six months, provided that the UK guarantees the same for EU carriers.

Fishing

Fishing, one of the three problems to be resolved in the ongoing negotiations, remains crucial for the aftermath as well. The Commission explains that the legal framework will be created until 31 December 2021 or until an agreement is concluded with the United Kingdom, whichever occurs first, for the continuous mutual access of EU and United Kingdom vessels to the waters of others after December 31, 2020.
