Half cashback, towards the block of the super prize: bonus of 1,500 euros frozen until December

The super on the scale refund of money. You risk being frozen until December Francesco Bisozzi’s semi-annual bonus granted to the one hundred thousand main users of payment cards and applications who have subscribed to the refund. This is the solution you are considering Ministry of Economy, called to solve the problem of “Crafty Refunds” who distribute payments and carry out microtransactions in bursts with the sole purpose of climbing the ranking of those who use electronic money the most and thus conquer the maxibono at stake. Meanwhile, the technicians at PagoPa, Palazzo Chigi’s internal company that manages the measure, must develop an algorithm capable of identifying (and discarding) suspicious microtransactions so that the 1,500-euro prize does not end up in the wrong hands.

“Furbetti” of the Covid bond, mayors and councilors must return the 600 euros to the INPS

It was the gas station operators who raised the problem of mini-transactions. Cashback sneakers have been raiding open fuel plants in mode since January self service. And there are even those who have divided an offer of around 7 euros into 62 ATM payments that are made in less than an hour, a technique allowed by current regulations (there is a regulatory gap to be filled) and which nevertheless has a cost in terms of commissions for specific merchants. Thus, Bruno Bearzi of Confcommercio’s Italian Federation of Road Fuel Plant Managers: «It is correct to postpone the super cashback until December to give technicians time to identify technological solutions capable of isolating microtransactions when they are the work of cunning. It is not fair that those responsible for the gas stations are the ones to get involved, in addition there have been many cases of suspicious micropayments, so the cashback ranking is already distorted.

The trade association had also proposed introducing a limit to the number of valid micro-payments for cash-back purposes that can be made in one day at the same store: a share that should have affected transactions equal to or less than one EUR. But at the moment this path seems less viable. The citizens who joined the cashback, which began experimentally on December 8 and became fully operational at the beginning of January, are 7.6 million. The payment instruments activated are more than 13 million, two on average per participant in practice. On the other hand, transactions processed by the system are currently close to 300 million. The measure, created to combat tax evasion and highly desired by former Prime Minister Giuseppe Conte, also financed with money from the Recovery Fund, does not appeal to the current government, determined to focus on other levers to track down the undeclared.

THE QUESTIONS

The league has announced a question to the Mef to find out what measures will be taken against the cunning of cashback. Forza Italia is pushing to make a coupon for cashback since, according to the Azzurri, those who already used electronic money will get the incentives. Blocking the reimbursement from next year would allow the state to save 1.5 billion euros. But to contain the costs of the measure, it is not even ruled out that the super cashback will be completely abolished and not only postponed: in this way more than 500 million euros would be saved this year alone. Only the ordinary cashback would remain, the incentive of up to 150 euros per semester for those who carry out at least 50 transactions in six months.

In December, when the experimentation began, only a minority of subscribers (3.1 percent) totaled € 150 in reimbursement. There were a total of 3.2 million participants in the extra Christmas cashback (at that time there were 5.8 million members) who in December reached the minimum threshold of 10 transactions and who these days will receive a refund proportional to their purchases with electronic money. 14.5 percent of the holders (468,822 people) will obtain a refund of between 100 and 149 euros, 49.6 percent (1.6 million citizens) will receive between 50 and 99 euros and 32.8 percent (just over a million subscribers) will have to settle for less than 50 euros.
