A prize of 3,000 euros for those who choose digital, win the most transactions
We have been talking about “receipt lottery”, “Cashback” and “Bono Befana” (the first projects date from 2017), but for one reason or another they never took off. Now that the government has decided to reactivate incentives in favor of electronic money, several innovations are announced. The most relevant, as explained yesterday to the impression Prime Minister Conte is the institution of the “supercashback”, which in fact takes the place of Bonus Befana. It is a bonus, of a much higher amount than was supposed in the past (3,000 euros, instead of 2-500 euros), intended for the first 100,000 citizens who will make the largest number of electronic payments during the year (credit or debit card, debit card, bank or postal transfer or application) regardless of the amount of the transactions. Which means that even a coffee or a newspaper will do a lot. In addition, Conte assured that the “Receipt Lottery” will also start: this initiative, always linked to payments with electronic money, will have an initial budget of 50 million euros and individual prizes that can even reach 5 million euros.

New restriction on cash payments: less cash in circulation, but free “black”

Cashback: the return of 10% of the amount spent, up to a profit of 300 euros
A delicate operation from the point of view of privacy is that of “cashback”, because our data and the amounts of many of our expenses will travel through different platforms and will be “processed” by various subjects, including the Tax Agency. The August decree, in fact, established that the Mef of “design, construction and management of the information system used to calculate the reimbursement” will be based on “PagoPa” which, obviously, will have the support of the different banking platforms. Consumers must register with the application, already used for the vacation voucher and through which all payments to the public administration pass, associating their tax code with the card they use. To do this, they must be equipped with the Spid digital identity, but to overcome this complication, the possibility of using the different payment channels is also being studied. The “allocation and disbursement of reimbursements” will instead be entrusted to Consap, the concessionaire of public insurance services, which in turn will acquire all the data. That is why the opinion of the Privacy Guarantor to whom the text of the implementing decree was sent last week is important..

The privacy node: rscholarships entrusted to Consap, mdata is unknown

reAfter restoring with the “August Decree” the funds available for the project (3,000 million euros), the cash return operation (which literally means “cash return”) begins next December in the line of practices promotional already adopted by various applications and companies. In practice, those who make electronic payments with credit cards, debit cards, debit cards and other electronic forms, will be able to benefit from a credit equivalent to 10% of the expense with a maximum ceiling of 1500 euros every six months. In a year, compared to a total cost of 3,000 euros, it will be possible to obtain up to 300 euros in reimbursement, a figure that could also rise if not all participants in the operation reached the maximum amount. The amounts will be paid in two installments, the first in June and the second in December. To encourage the use of electronic money as much as possible, the possibility of providing a minimum number of operations to be carried out to obtain the bonus is being evaluated. Online purchases and expenses are excluded from the transaction as only traceable payments are foreseen for these today.

This is how the new voucher works that should increase consumption

The benefits: sI will pay “without contact”, up to 50 euros per purchase
The government’s “Cashless plan”, which in addition to reducing cash circulation (which we have no equal compared to many other countries) and combating evasion, aims to modernize the country but also revitalize consumption that is particularly depressed after Covid. , is not just limited to “Cashback”.

Since last July, in fact, the cash use limit has dropped from 3,000 to 2,000 euros (1,999.99 to be precise) and, therefore, as of January 1, 2022 it will drop even further to 999.99. On the other hand, as of next January 1, the threshold to pay with “contactless” cards based on the commitments already made official by all the main operators in the sector (Bancomat, Visa and Mastercard) will gradually increase to 50 euros compared to the current ceiling of 25 euros, beyond which, to authorize the payment, the customer must enter the PIN code linked to their checking account or counter-sign the receipt on paper.

To facilitate all these changes, the government has provided a series of tax breaks for all merchants who have yet to install a POS, most recently a tax credit of 300 euros.
