It was supposed to be a revolutionary plan, and instead the government took the longest step. The call state refund, designed to encourage payments with electronic money and thus reduce tax evasion, collides with reality: many requests and little money available. Those who had already included the 150 euro discount promised by the government in their personal budget might have some nasty surprises. As the Newspaper, the down payment came out of the regulation that implements the November decree: one has been provided for this bonus underestimated allocation. The 10% premium on expenses of up to 1,500 euros carried out from December 8 to 31 is just an experiment, an anticipation of the real cashback in force as of 2021. But if these are the premises, the initiative does not run the risk of having a great future.
Going into detail, this experimentation has an assignment of 227.9 million euros and the regulation establishes that if the “assigned financial resource does not allow the full payment of the refund owed, this is proportionally reduced“. Translated: once the 228 million euros are exhausted, the bonus will be reduced. The methods are not specified, it is not known if the first ones who registered in the Io application will have privileges or if the bonuses of all will be cut, in proportion to available resources. Then, in February, the month in which the amounts owed must be credited, many Italians may be disappointed. Regarding the currently available figures, Newspaper He noted that the budget is 228 million and that the subscribers of the application so far are 3.6 million. If they continue to be so (which is unlikely) and if everyone is entitled to a refund of 150 euros, the Treasury should prepare to pay more than 500 million euros. More than double the money available. This would lead to a refund reduced by half: 70 euros instead of the 150 expected. A disappointment that threatens to derail the plan before it even begins.
