The Ministry of Education clarifies some points related to the new Dpcm, especially about the didactic organization and the covid staff
the Ministry of Education sent the schools a note with the modalities of application of the Decree of the President of the Council of Ministers signed on December 3. The topics on which it focuses are the work of the Ata staff, the hours of teaching activities and the covid staff, on which the head of department Max Bruschi wants to clarify some aspects.
As of January 7, 2021, recalls the note, the second cycle schools of education located in the so-called yellow and orange zones will organize the presence in the school of the 75 percent of students, in any case guaranteeing laboratory activities and the school inclusion of students with disabilities or with special educational needs, for which I refer to the indications provided in the previous notes.
The Ministry recalls that before the reopening in these areas, it is necessary to modulate the ATA Staff Work Plan, the times of educational activities for teachers and students, as well as administrative offices, taking into account the school attendance of 75% of the school population.
A clarification: the aforementioned limit can be modulated in various ways (also for classes, parallel classes, homes), attending to the needs of educational institutions aimed at guaranteeing the optimal performance of the service and in reference to the need to guarantee the conditions of security, notwithstanding as regulated by the Decree of the Minister of Education June 26, 2020, n. 39, which bears “Approval of the Document for the planning of school, educational and training activities in all Institutions of the National Education System for the 2020/2021 school year” and the “Decree of the Minister of Education August 7, 2020 , n.89, which contains “Adoption of the Guidelines on Integrated Digital Didactics”.
Organic covid
Bruschi, as mentioned, focuses on Covid staff, or additional staff provided by the Government to deal with the coronavirus emergency in schools.
As has been specified several times, the Ministry writes, this is not a non-existent “strengthening staff”, but of assigned staff resources, with regard to the teaching staff, ensure better management of class groups, in order to optimize their number and, with regard to ATA staff, implement the activities necessary to guarantee the right to study, as well as the safety and hygiene. Environments. The continuous change of situation has forced the school management to act with the necessary flexibility. However, the aforementioned teaching staff must be guaranteed a operating hours as stable as possible as well as, like the autonomy staff, the assignment of priority to classes in the curricular schedule.
A particular report, in this sense, refers to the kindergarten and elementary school, where necessary, as far as possible, ensure at least the teaching staff enrolled in the Bachelor of Science in Primary Education in the curricular schedule.
